Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to enter into negotiations on an other than full and open competition basis in accordance with FAR 6.302 with Integrity Applications Incorporated (IAI) to provide systems design, analysis, and evaluation to enable development of requirements and systems associated with the tasking, posting, processing, and use of national and tactical imagery and derived products to the Weapons Engagement Office (WEO) C2ISR programs located at NAWCWD. IAI possesses the unique qualifications and experience with systems and capabilities emerging from projects such as Radiant Gemini, Meteorite, Virgo, Pluto, Scorpio and Polaris, and national agency projects such as AVATAR, ALIVE, GERICO, PAGAN, and MOVIE. Their development and deployment of service oriented architectures, web-based services, and Ozone Widget Framework applications has provided NAWCWD with deployment of current and future C2ISR capabilities. A cost plus fixed fee indefinite delivery, indefinite quantity type contract is contemplated with a period of performance of five years. Total estimated level of effort is 174,000 hours. Award will be made on or about 1 Feb 2011. Task Orders require that all systems and software delivered will become U.S. Government property without proprietary or restricted data or intellectual property rights. The request for proposal will be posted at the Navy Electronic Commerce Website at http://WWW.neco.navy.mil on or before 1 November, 2010. This notice is not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal which shall be considered by the agency no later than 15 days after the date of publication of this notice. The written response shall clearly show the firms capability, background, experience and assets necessary to perform the required work without compromising the quality, accuracy, reliability and delivery of the products to the war fighter, and be submitted by e-mail to Tara.Brandt@navy.mil.
