- THIS IS A REQUEST FOR SF330 FORMS ONLY. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE. The Department of Veterans Affairs, VA Medical Center West Palm Beach FL is soliciting and intends to award a firm fixed price contract for Architect/Engineering (A/E) services for development of complete construction documents (i.e. working drawings, specifications, and reports), Certified Independent Third Party Safety Professional services, and construction period services for Project 548-125, a new stand-alone, approximately 31,000 SF, 2-story, 60-bed, mental health domiciliary to be located at the northeast section of the medical center campus, 7305 N Military Trail, West Palm Beach, FL. Interested firms shall have the capability of engaging all additional disciplines as necessary to provide a complete proposal. Estimated cost range for construction is between $5,000,000 and 10,000,000. NAICS code for this project is 541310. Set-Aside/Area of Consideration: This acquisition is set-aside for Service Disabled Veteran Owned Businesses (SDVOBs) who are currently registered in the Central Contractor Registration (CCR) database http://www. ccr.gov, US Department of Labor Vets100 database: https://vets100.vets.dol.gov, Vet Biz database: http:// www.vet biz.gov, and On Line Representations and Certifications (ORCA): https://orca.bpn.gov and whose firm is physically located within the State of Florida. Interested parties must be registered in these databases and registration must be current, otherwise the proposal will be rejected as ineligible to participate. The contract will be awarded for a Florida-based firm whose registration in the aforementioned databases is current. Any submissions received from firms outside the State of Florida will be rejected as ineligible to participate. Please submit your qualifications and past performance data on SF330 (architect-engineer qualifications). Firms desiring consideration should submit a completed original and two copies of form SF330 no later than 3:00 P.M. on Friday, October 15,2010 to VA Medical Center WPB, SAO East 8, Bldg 12, Attn: Debra Becht, 7305 N Military Trail, West Palm Beach FL 33410. Firms will be evaluated based on: professional qualifications necessary for satisfactory performance of required services - team proposed for the project, specialized experience and technical competence in the type of work required - project experience of the team, capacity to perform the work within the required timeframe, past performance on contracts with VA Medical Centers, government agencies, and private industry in terms of cost control - estimating, quality of work and compliance with performance schedule; location in the general geographical area of the project and knowledge of local conditions. Firms will be screened by the evaluation board, scored and ranked according to score. The five most qualified firms, and only those firms, will be invited to interview with the selection board and will again be numerically scored based on the same evaluation criteria listed above. The firm with the highest score will be selected and asked to submit a detailed cost proposal.
