Description
ELT GROUP A KITS STATEMENT OF WORK CAPABILITY SURVEY DOCUMENT WITH QUESTIONNAIRE. SOURCES SOUGHT SYNOPSIS Emergency Locator Transmitter (ELT) Group A kits We are conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of Group A kits used for upgrading the C-130 aircraft large fixed-wing aircraft fleet to the new 406 MHz digital signal Emergency Locator Transmitter (ELT). The current C-130 aircraft configuration requires the replacement of an obsolete ELT system and a few variants of the C-130 aircraft may require an aircraft modification to accept the new tri mode 121.5/243/406 MHz digital signal ELT. The new tri mode ELT will enhance Search And Rescue Satellite-Aided Tracking (SARSAT) system detection and enhanced capabilities to provide notification of aircraft crashes to search agencies within 5 min. (vs. 6 hrs currently) of the mishap and identify search plots of.05 sq. NM (vs. 452 sq. NM). Our acquisition strategy is a two-year contract that will allow the contractor to design the kits, provide the source Technical data, perform trial/kit proofs and build a total of 383 Group A ELT kits. See attached Draft SOW for more detailed description of effort. This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to design, develop and manufacture Group A kits as well as provide the Source Data for Technical Manual updates to replace an obsolete Emergency Locator Transmitter (ELT) to the new tri mode 121.5/243/406 MHz digital signal ELT. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. PLEASE COMPLETE THE ATTACHED MKT RSH SSS CAPABILITY SURVEY IAW THE INSTRUCTIONS THEREIN BY ANSWERING THE QUESTIONS AND PROVIDING THE REQUESTED COMPANY INFORMATION NOT LATER THAT OCT 7, 2010.
