Description
The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with (small business) Themis Vision Systems, 5000 Monument Avenue; Richmond, VA 23230 for the purchase of one (1) short wave infrared (SWIR) hyperspectral imaging (HSI) system. Based on market research and Government experts in the field, it has been determined that only the system provided by Themis Vision Systems can meet all requirements requested by the Government. Requirements include but are not limited to: spectral range from 980-2400 nm, minimum spectral resolution of 10nm; system must be mounted onto a microscope system, data cubes must be saved in ENVI© compatible format; system must allow for pixel to pixel calibration; the detector must be stable in a wide ambient temperature range and should be designed to minimize dark current; the system must provide full, continuous spectral data for each pixel; the lens optics must provide a high quality, distortion free image. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Amy Lacy, email address: aelacy@fbiacademy.edu by Wednesday, September 15, 2010 (10:00 am Eastern). Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
