Description
Complete package consisiting of the initial FBO posting and enclosures (testing criteria) The DLA-Document Services agency intends to advertise and award multi-award Indefinite Delivery Indefinite Quantity (IDIQ) task order contracts for multifunction devices (copy, print, scan, and fax). Part of this evolution will be physical testing to ensure the devices meet the applicable security parameters. Vendor's proposals will be screened for initial technical acceptability by a DLA-Document Services technical evaluation board based upon a Statement of Work (SOW). After this review, vendors will be selected and instructed to ship one machine of each model number for physical testing. The physical testing will be in accordance with enclosures (1) and (2), and documented on enclosure (3). Tests are anticipated to be performed on between 50 and 100 devices depending on the industry response to the IDIQ solicitation. The purpose of this notice is to solicit from industry: 1. An expression of interest in performing these tests, 2. The estimated time to compete the tests and reports on one machine, 3. Information on the capacity to concurrently test multiple machines at one time, and 4. Notional prices for the testing and a completed report for each machine. Due to the nature of this evolution, the requirements of FAR, DFARS, and DLAD Part 9.5 Organizational and Consultant Conflicts of Interest will be closely monitored. In particular, FAR 9.505-3 -- Providing Evaluation Services. Contracts for the evaluation of offers for products or services shall not be awarded to a contractor that will evaluate its own offers for products or services, or those of a competitor, without proper safeguards to ensure objectivity to protect the Government's interests. Information gathered as a result of this request for information will be used by the Government for budget and program planning purposes.
