- Description
- The National Oceanic and Atmospheric Administration (NOAA) has a requirement for Dockside Repairs to NOAA Ship Delaware II, whose home port is Woods Hole, MA. The following descriptive data of the Delaware II is provided for information: Length Overall............155 feet 6 inches Beam (Molded).............30 feet Draft, Design.............16 feet 6 inches Depth to main deck........22 feet Propulsion................Single screw Speed Sustained...........10 knots Crew size.................15 Length Provide all labor, material and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: Steel Replacement; Potable Water Tank Cleaning; Gilson Winch Overhaul; Main Mast Deck Connection Inspection & Preservation; Bosun & Paint Locker Preservation & Insulation Installation; Fan Room HVAC Coil Renewal; Hydraulic Hose Renewal; Fuel Oil Purifier Overhaul; Bridge Wing Doors Replacement; Fiddly Door Modifications; MSD Vent Piping Modifications; Dry Stores Scuttle Platform Installation; Gantry Hydraulic Cylinder Bearing Replacement; Tank Level Indicator Calibration; and, Grey Water Piping Modifications. OPTION ITEMS: Stateroom Carpet Replacement; Ductless A/C Unit Installation; and, Gyro Replacement. GROWTH (estimated material and labor hours) will also be included in the solicitation. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be 40 calendar days, with a start date on or about November 29, 2011. The ship inspection is scheduled for September 17, 2010 at 9:00AM at the Northeast Marine Support Facility, 166 Water Street, Woods Hole, MA. Only individuals on the access list will be permitted onto the site to participate in the site inspection. Arrangements to attend the site and be placed on the access list shall be coordinated with the Port Engineer, Mr. Kenneth Marston, at 508-495-2347 or (508) 642-3986. This procurement is being issued on an unrestricted basis; large businesses will be required to submit a subcontracting plan. The applicable NAICS Code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15; the RFP will be issued on September 9, 2010 with proposals due on October 12, 2010 at 12:30PM. The anticipated award date is November 20, 2010. The Government anticipates awarding a single firm fixed-price contract to the contractor whose proposal represents the lowest price technically acceptable proposal in accordance with FAR 15.101-2. Accordingly, the trade-off process is not applicable. Technical non-price evaluation factors will not be ranked. All price proposals will be analyzed for price reasonableness. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FedBizOpps for the release of the RFP, specifications, drawings, and all subsequent amendments. The specification will be uploaded via www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered with the Central Contractor Registration (CCR) at www.ccr.gov; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
