- Description
- The purpose of this amendment is to incorporate a technical change to the minimum requirements of Line Item 0001, revise the section under the evaluation criteria that refers to the best value determination and to extend the due date for quotes as follows: Line Item 0001: Quantity One (1) each, Electrodynamic Materials Test System that shall meet or exceed the following minimum specifications: 1. Shall be capable of dynamic force testing with a minimum of 250N and a minimum dynamic measurement frequency of 15 Hz. Stronger consideration shall be given to a system capable of performing a higher maximum frequency and/or maximum force (this statement is also hereby added to the "Evaluation Criteria" section of this solicitation under the "Technical Capability" factor and further defined herein); 2. Minimum displacement: 8mm; 3. Minimum Test Displacement Rate: shall not exceed 0.01 mm/s; 4. Load measurement accuracy: equal to or better than 0.5% of load; 5. A control computer shall be included with test software capable of the following: a. Setting up and controlling complex force profile; b. Capturing, storing, and displaying and characterizing the full data set, e.g., the resultant force/displacement curves on control computer; c. Ability to review data set and export full data set to other External Computer systems running Data analysis tools such as Spreadsheets and Numerical Programs such as Excel and Matlab. d. System should have an interface incorporating all aspects of Experimental setup, data analysis, and data Export and transfer. Quoters shall provide a description of the interface by which a user interacts with the system. (see required submittals) Of the non-price factors, technical capability shall be most important. In determining best value, preference shall be given to systems with a higher maximum frequency and /or maximum force as specified in specification 1 and preference shall also be given to systems with a low noise during operation.
