- This synopsis provides notification of the 21st Contracting Squadron's intent to award a sole source modification to the existing contract (FA2517-04-C-0004, Peterson AFB Network Services) to extend the period of performance six months beginning 1 October 2010. This service is required in order to operate and maintain the base's network infrastructure. The services required will be converted from contractor to Government civilian positions on 1 April 2011 as a part of the OSD directed Resource Management Decision (RMD) 802. The extension will be performed by the incumbent contractor, bd Systems, Inc of 360 Command View, Colorado Springs, CO 80915. A competitive, Section 8(a) contract was awarded on 7 January 2004 for the major functions of IT Planning, Network Management and Operations, Information Protection, Information Assurance, Peterson Communications Help Desk, Networks to include Centralized Integration Support Facility and Network Control Center, Base Telecommunications services, Client Support Administrator Training and Web services. During the transition to Government operations, the extension will provide for uninterrupted services to the Peterson AFB network. This extension of services is accomplished pursuant to 10 U.S.C. 2304(c)(1) "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements" as implemented by FAR 6.302-1. This Notice of Intent is not a request for competitive proposals; however, in accordance with FAR 5.207(c)(15)(ii), "all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency." Not awarding an extension would cause serious injury to the Government. Any response to the notice must show clear and convincing evidence that competition of the work required during the extension period would be advantageous to the Government in a diminishing workload capacity as there is no follow-on work available. These services will be performed by the Government starting on 1 April 2011. A determination by the Government not to compete this contract extension period, based on this notice, is solely within the discretion of the Government.
