- The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with MBF Bioscience, Williston, VT 05495 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for the purchase of an advanced stereology base system plus upgrades for automated multi-channel fluorescent work and work with dim or fast fading fluorachromes. System consists of the following components: SS-15 Stereo Investigator; NM-21 Software Upgrade and Support; MS-S6 Softare integration module; DV-47d Color Camera; CM-10 C-mount adapter; ME-31 PCI focus encoder interface card; PC-54 PC Workstation; ML-24 27' LCD Flat panel monitor; PC-40a, MS Office, PC-10 Symantic Norton; PC-42 Uninterruptable Power Supply; SI-10 Integration Fee; CS-10 Calibrfation grid slide; TK-10 MBF Toolkit; OS-34 On-Site installation/training; OC-62a Motorized Fluorescent Illuminator, FC-10 filter cube sets; OC-21a Upgrade BX-51 dual photo port; DV-43a Monochrome cooled camera with IR filter, and shipping/handling/insurance. System must have the following capabilities: Automated acquisition of image stack series on each slide, both for auditing purposes and for offline counting; Full integrated automated multi-channel fluorescent work and confocal imaging via structural illumination; Automatic calculation of results of over 30 stereological probes with a full audit trail; and Oversample/subsample analysis. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities / specifications to the Contracting Specialist at the address provided. This notice of intent is not a request for competitive proposals; however, all responses received within 5 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 5 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to MBF Bioscience. The NAICS Code/Size is 334516/500 Employees. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
