Description
Response to questions 1. Security Clearances - The contractor shall obtain and hold Top Secret clearances throughout the duration of the contract. 2. Number of courses in a year and class size. Number of courses in one year - three; number of students 25 to 50. 3. Instructor to student ratio? Ratio 25:1 4. Length of courses and classroom to scenario ratio? 3 day course. 2 day classroom to 1 day scenario. 5. Will the use of live fire, blanks, breaching or simunition be authorized? Who will be provide? Yes, live fire, blanks, breaching and simunition will be authorized. The FBI will furnish the ammunition/breaching supplies. 6. Who provides facilities? If they do, what are their capabilities? The FBI will provide the facilities and the facilities are fully capable to provide the training. •- This combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is RFQ-C004514, and is being conducted as a 100% Small Business Set-Aside under the procedures of Part 12 and 13, test program, for tactical leader training services. The North American Industrial Classification System (NAICS) number is 541690 ; the size standard is $7.0M. The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-43. The Federal Bureau of Investigation intends to award a Firm-fixed priced, Performance Based type contract for tactical leader training services. The Statement of Objectives and Performance Requirement Summary are attached. The provision at FAR Clause 52.212-1, Instructions to Offerors (JUN 2008), and addendum is incorporated. ADDENDUM to 52.212-1, modify Instructions for Part 1 - Technical Part I shall address technical capabilities relative to the Statement of Objectives, experience relative to size and scope of this requirement, past performance contact information, and management approach. Furthermore, Part I shall include a Performance Work Statement (PWS) in response to the Statement of Objectives (SOO) previously cited in this RFQ and a Quality Assurance Surveillance Plan (QASP) corresponding to the PWS and SOO. Technical proposal shall include, but is not limited to: Technical information identifying the Contractor's capabilities to perform under the FBI's requirements and SOO; Provide certification to requirements in the SOO and Clause 52.212.-4, Terms and Conditions; and, Clause 52.212-3 - Representations and Certifications - Commercial Items, completed. Experience The offeror shall demonstrate an understanding of the requirement set forth in the SOO. The RFQ shall include the necessary information to respond to each specific task. Past Performance Contact Information Minimum of three (3) contacts with Agency/Company name, address, point-of-contact, phone number, email address, contract number and type of contract for work experience similar in nature to the requirement identified in the SOO. A brief description of the type of services performed and contract value is also required. Contacts shall be from over the last three (3) years and correspond to contract efforts relative to the size and scope of this requirement. Management Approach Each offeror shall provide a one (1) page maximum description of its management approach with regard to its communication strategy with the FBI, COTR, and/or program manager in terms of service delivery and personnel. Each offeror shall: Discuss its ability to meet the personnel requirements as outlined in the SOO Discuss its ability to hire, retain, and maintain qualified staff with the specified security clearance. Performance Work Statement Each offeror shall submit a PWS in response to, at minimum, Section 3.0 Performance Objectives of the SOO previously cited in this RFQ. The PUS shall detail how the contractor will meet the objectives listed under Section 3.0 in the SOO. Instructions for Part II - Cost/Price Part II shall include the following: Cost/Price Summary Cost/Price Spreadsheets and Supporting Data. S ubmission to offers: "Submit signed and dated offers to the attention of Ms. Theresa M. Powell, Contracting Officer, via email at Theresa.Powell@ic.fbi.gov by 3:30 PM, EDT, 9/13/2010. Incorporated by reference are the FAR Clauses 52.212-4, Contract Terms and Conditions (JUN 2010), and 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders - Commercial Items JUL 2010), Subsection (b), (d), and (e). ADDENDUM to Clause 52.212-4, add 52.233-2 - SERVICE OF PROTEST (SEP 2006). The Department of Justice (DOJ), Justice Acquisition Regulation Clauses, 2852.233-70-PROTESTS FILED DIRECTLY WITH THE DEPARTMENT OF JUSTICE (JAN 1998); 2852.201-70-CONTRACTING OFFICER'S TECHNICAL REPRESENTATIVE (COTR) (JAN 1985). Ms. Deborah R. Broderick, Head of the Contracting Activity, Federal Bureau of Investigation, 935 Pennsylvania Avenue NW, Washington, DC 20535-0001, shall serve as the FBI's contact in accordance with 52.233-3-Protest after award. ADDENDUM to Clause 52.252-5 AUTHORIZED DEVIATIONS IN CLAUSES (APR 1984), is incorporated by reference and applies to FAR Section 9.104-1, and Clause 52.212-3, Offeror Representations and Certifications (AUG 2009) apply. Each offer shall include a completed copy of 52.212-3 with their quote. FAR Clause 52.212-2, Evaluation - Commercial Items (JAN 1999) is incorporated by reference and applies to this acquisition. ADDENDUM 52.212-2(a)--Award will be based on technical, past performance and price. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. Technical and Past Performance when combined are significantly more important than cost or price. Past Performance will be based on telephonic performance evaluations received from previous contacts provided in the quote. Any vendor not having government or commercial experience will be rated as "Neutral." Offerors must acquaint themselves with the regulations concerning Commercial Item acquisition contained at FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
