- Federal Aviation Administration (FAA)Public AnnouncementAirport Surface Surveillance Capability (ASSC) Requirement As a result of the ASSC market survey issued by the FAA on February 1, 2010, the Government has determined that there is adequate industry capability and interest in the subject requirement to acquire the ASSC requirement via competitive means. Therefore, the FAA is hereby providing interested industry participants with the following information to aid in the planning and preparation of industry replies to the forthcoming ASSC Request for Offers (RFO). The information contained herein serves as general information in anticipation of the ASSC procurement. 1.The title nomenclature of Airport Surface Surveillance Capability (ASSC) is hereby changed to Terminal Surface Multilateration System (TSMS). Future FAA announcements will utilize the newly adopted TSMS nomenclature to refer to this requirement. 2.FAA requirements for ASSC contained in the February 1, 2010 FAA market survey public announcement remain unchanged except as otherwise noted by the Government in this and future public announcements for this requirement. 3.Consistent with the system description furnished by the Government via its February 1, 2010 ASSC market survey public announcement, the anticipated TSMS contract award will encompass a comprehensive requirements solution consisting of system development, integration, installation, logistics, and second-level engineering support. 4.The FAA anticipates conducting an "Industry Day" for TSMS prior to release of the TSMS RFO. Additional details will be provided via separate public announcement. 5.Anticipated date for the Government to publish a TSMS Request for Offer (RFO) is November 1, 2010. The Government anticipates a 30-day response time for interested industry participants to submit their proposals in response to this RFO.6.Anticipated ASSC contract award date is January 31, 2011. 7.A total of nine (9) airport sites are planned to receive the TSMS system including in alphabetical order: Andrews AFB, Cleveland Hopkins Int'l, Covington/Cincinnati Int'l, Kansas City Int'l, New Orleans Int'l/Moisant, Pittsburgh Int'l, Portland Int'l, San Francisco Int'l, and Ted Stevens Anchorage Int'l. 8.San Francisco Int'l has been designated as the TSMS key site which will serve as the first pre-production TSMS system.9.The anticipated TSMS RFO will define a deployment schedule of key site installation (1ea) to be completed 18 months after contract award and production site installation (8ea) to be completed by end of FY 2015. 10.The Government budget plan in support of this anticipated contract award is $112,402,000. As noted above, this information is furnished expressly for planning purposes only, and does not constitute a commitment on the part of the Government to make a contract award or an award for this dollar value. 11.The Government anticipates requiring, as part of the anticipated TSMS contract award deliverables, that the successful offeror furnish full and complete rights to data applicable to TSMS hardware, software, firmware including system Source Line of Code (SLOC).12.This public announcement includes the following documents hereby furnished to industry as DRAFT copies of the TSMS Statement of Work (SOW) and Requirements Document (all references to ASSC will be updated to TSMS in the final versions of these documents).13.The North American Industry Classification System (NAICS) code for TSMS is 334511. THIS IS NOT A REQUEST FOR OFFERS, NOR IS IT THE GOVERNMENT'S INTENTION TO USE THIS AS A SCREENING DEVICE FOR ANY SUCH FUTURE REQUESTS.
