- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD2010087 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-44. The North American Industry Classification (NAICS) Code is 334516 with a size standard of 500 employees. This solicitation is a set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with iChrome Solutions 186 Mantoloking Road Suite 7 Brick, NJ 08723 to procure the following:Symbiosis Online Solid Phase Extraction (SPE) system: Automatic Cartridge Exchanger dual, HPD Mix 1 X SSM, with SparkLink Software to include training and installation Quantity (1) EACH.The Lab uses mass spectrometry extensively to study lipid metabolism affected by ethanol in neuronal development and function. For successful analysis of complex mediators from many biological samples by a mass spectrometer, efficient sample preparation by solid phase extraction procedures is required. For this purpose an online solid phase extraction (SPE) system which can clean-up, preconcentrate and process untreated samples fully automated is desirable. With online SPE 100% of the extracted sample can be injected on to the High Performance Liquid Chromatography (HPLC) column, maximizing the sensitivity of analysis.The system should provide simultaneous online SPE and LC elution capability, resulting in zero Sample Prep time. The system should be flexible with the capability to be configured to operate in different analytical modes: LC mode (system works as a standard HPLC system), XLC mode (online SPE mode). The system should use disposable SPE cartridges. The cartridges must have the ability to be automatically solvated, equilibrated, loaded and washed multiple times via a High Pressure Dispenser (HPD) consisting of a custom 2 mL RVS syringe that is leak-tight up to 350 bar (4500 psi). The unit should handle multiple selectable solvents (up to a maximum of 13) with flow rate accuracy of < 1 %, volume accuracy < 1 %.Currently, Symbiosis Individual Online SPE System from iChrome Solutions is the only system that satisfies all these requirements. Symbiosis Individual can only be controlled by SparkLink software that is proprietary to the manufacturer. The Automatic Cartridge Exchanger (ACE) unit exchanges the SPE cartridges from the extraction side of the instrument to the elution side. This unique feature allows the use of a new SPE cartridge for each sample and for extraction and LC to run simultaneously. The proprietary syringe is used to provide Solid Phase Extraction flow rates 0.1 10 mL/min with 0.1 mL increments. The unit is used for activation and washing steps of the disposable SPE cartridges injected on to the HPLC column, maximizing the sensitivity of the analysis.The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within 10 days from the date of publication of this synopsis will be considered by the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items with its offer. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the service specified in this synopsis should submit two (2) signed original copies of their quotation to the below address. Quotations will be due fifteen (10) calendar days from the publication date of this synopsis or by September 20, 2010 by 3pm EST. The quotation must reference Solicitation number NICHD2010087. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
