- CONSTRUCTION of TECH ESCORT ADDITION, Fort Leonard Wood, Missouri PRESOLICIATION NOTICE - # W912DQ-11-R-4000 Total small-business set-aside under the North American Classification System (NAICS) Code 236220. The small business SIZE STANDARD for this project is: $33,500,000 The General SCOPE OF WORK includes but is not limited to: This project will construct a seamless 20,000 sf. addition to the existing Chemical, Biological, Radiological, and Nuclear (CBRN) Facility in accordance with the requirements, specifications, and drawings of this RFP. The facility will include classrooms, administrative area, briefing area, and an After Action Review Room. Install Intrusion Detection System (IDS) and connect the energy monitoring and control system (EMCS). Supporting facilities include electric service, security lighting, fire protection, and alarm systems, paving walks, curbs and gutters, parking storm drainage, information system, and site improvements. Heating and air conditioning will be provided by self-contained systems. Access for persons with disabilities will be provided. Anti-terrorism/force protection measures include security lighting, heavy landscaping, barriers, blast berms, and structural/window enhancement. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be included. The project scope includes the demolition of 1 small existing building (Approx. 3,000 square feet) along with some existing paving and parking. The Tech Escort Addition shall appear, when finished, a seamless extension of the adjacent CBRN; as if all buildings were simultaneously constructed. The project is to be completed within 540 calendar days from the issued notice to proceed (NTP). UTILITIES: On-site utilities will be available to the contractor for use on this project. Instructional classes will continue in the existing building and shall not be disturbed by any utility shut-offs. This type of work must be conducted when classes are out and can be coordinated with on-site Contracting Officers Representative (COR). Davis Bacon Wage Rates will apply and hours exceeding 40 hour work weeks are considered overtime. The estimated MAGNITUDE of this project is between $5,000,000 and $10,000,000. The solicitation will be issued as a Request for Proposals (RFP) which will result in the award of a single Firm Fixed Price (FFP) construction contract. - RFP Will be AVAILABLE on or about 22 September 2010, and - Responses will be DUE 30 days after the issue date, on or about 22 October 2010 - Award is anticipated NLT December 2010, and NTP, issued ten (10) days after award. BID BONDS are required at the time of submitting proposals. In order to comply with the schedule PERFORMANCE and PAYMENT bonds are required within ten (10) days from the award notice. Once the performance and payment bonds are approved the Notice to Proceed (NTP) The schedule for this project is fast paced and pertinent. LIQUIDATED DAMAGES ($1,268.00) will be charged to the contract in the event that this completion date is not met. Per FAR CLAUSE 52.219-14 LIMITATIONS ON SUB-CONTRACTING the vendor is required to perform at least 15 percent (%) of the COST of the contract, not including the cost of materials, with its own employees. An organized SITE VISIT will be announced at a later date. Upon announcement of the organized site visit, attendees should arrive early to allow time to pass through security. You must present a valid drivers license, current vehicle registration and proof of insurance to obtain a vehicle pass. This solicitation with plans, specifications, and any amendments, will be published in electronic format on FedBizOps (https://fbo.gov) and Army Single Face to Industry (ASFI) (https://acquisition.army.mil/asfi/solicitation_search_form.cfm) under solicitation # W912DQ-11-R-4000. Vendors must be actively registered in FEDTEDs to obtain a copy of this solicitation. There will be no printed hard copies or CD-ROM Disks provided by this agency. Note: Plan Rooms, Printing Companies, and various Trade Associations frequently register as Plan Holders for electronic solicitations and make them available in printed or CD-ROM format for a fee.
