- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information contained in this notice. This announcement constitutes the only solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. This acquisition is NOT a small business set-aside and the NAICS code is 511210. THIS IS FIRM-FIXED PRICE. It is the intent of the National Library of Medicine (NLM) on behalf of the Center for Information Technology (CIT) to negotiate PBS Professional Floating Perpetual Software Licenses with Support, PART# PBS-FLT-PDUP, 2688 each, on a sole source basis from Altair Engineering, Inc. The purpose of this acquisition is to add additional software licenses for the PBS batch system to license 336 additional compute nodes (2688 cores) added to the NIH Biowulf Cluster. PBSpro is a batch queuing and resource allocation system used to allocate compute nodes and other resources to user jobs submitted to the NIH Biowulf compute cluster. CIT has determined that: (1) Altair Engineering Inc, has proprietary right to this software as they are the sole developers and publishers of the PBSpro software, (2) they are the only vendor to provide this software which is critical to the operation of the Biowulf Cluster, and (3) a change in vendor and/or product would result in significant cost and disruptions to the service DCSS provides. The purchase order period of performance will begin from the date of award through 12/31/11. This is not a Request for Quotations (RFQ), nor is an RFQ available. All responses received within 10 calendar days from the date of publication of this synopsis will be considered by NLM. Information received in a timely manner will be considered solely for the purpose of determining whether to conduct a competitive procurement. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. VENDORS MUST QUOTE ON ALL PRODUCTS, NO PARTIAL QUOTES WILL BE ACCEPTED. Offeror must complete required registration in the Central Contractor Registration (CCR) database. The contractor shall comply with all applicable Federal, State, and local laws, executive orders, rules and regulations applicable to its performance under this order.
