- The U.S. Nuclear Regulatory Commission (NRC) proposes to enter into a sole source contract with Mr. Michael L. Springer for the following services: project planning management, building and work space planning, building consolidation, and prospectus and building lease consulting services. These services shall support the NRC's Three White Flint North (3WFN) Project, consolidation of NRC staff to the White Flint Complex and the extension of the agency's Two White Flint North (TWFN) building lease. The execution and completion of these projects require considerable knowledge of NRC requirements and policies along with close coordination between the General Service Administration (GSA), building developer, architect, general contractor and local government organizations. Mr. Springer possesses unique experience with these requirements. He led the only other NRC building consolidation team that negotiated the lease of the TWFNbuilding. Additionally, he initiated and led the NRC's negotiations with GSA and the TWFN building owner to acquire Lot Number 4 and to extend the NRC's 10 year lease of TWFN. Finally, Mr. Springer has served in several key positions responsible for managing space planning and acquiring interim and permanent space to house staff. Mr. Springer is the only known individual who can provide the NRC with the required services without encountering delays in the project. Delays would be a result of an individual having to learn the details of the current projects. If the NRC should fail to retain Mr. Springer, the selection of another contractor would likely contribute to project delays, adversely impact the project schedule and result in the NRC paying approximately $1.3 million per month for each one month delay in occupying 3WFN. The period of performance is September 30, 2010 through September 29, 2011. This is not a request for competitive proposals.
