- This is a NOTICE OF INTENT TO AWARD ON A SOLE SOURCE BASIS using Federal Acquisition Regulation FAR 6.302-1. The U. S. Army Contracting Agency; Directorate of Contracting, Aberdeen Proving Ground, MD has a requirement to procure the following commercial items to support ballistic test requirements for the Army Test Center. CLIN 0001Knowledge Dispatch (KD) 4.6 License The intended delivery date for these items is October 13, 2010. The Government intends to award a Firm Fixed Price sole source contract to Strictly Business, 848 4th Ave Suite 200, Huntington, WV 25701. This is a follow on requirement to a previously awarded contract to Strictly Business for Knowledge Dispatch (KD) 4.6 Windows License to the KD 4.6 Linux License. Responses to this notice must be received no later than 0200 PM Eastern Standard Time, September 16th, 2010, and show clear and convincing evidence that competition would be advantageous to the Government.
