Description
This RFI is for market research and planning purposes only and is not to be construed as a commitment by the Government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources, conduct market research, and develop a complete requirement. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. Submittals will not be returned to the sender. Background The 311 Air Base Group Contracting Office seeks sources that can provide Base Access Control and Intrusion Detection Systems Maintenance Services. The purpose of the effort is to ensure base security, access control, video surveillance, and intercom systems remain 100% operational and are properly maintained; ensure badge issuing functions of the base access control system remains operation until the drawdown of Brooks City Base, TX is complete; oversee and provide guidance for base fire prevention and awareness program based on the base directive already in place; ensure the yearly inspections required for portable fire extinguishers are accomplished for all extinguishers in Air Force lease back facilities; assist the Air Force as needed in the facility vacate process. Specific Tasks of the contract include: A. Base security, access control, video surveillance, and intercom systems. The contractor shall be provided a schedule list indicating alarmed facilities requiring routine system component testing. The contractor will be responsible for establishing appointment(s) with the user and performing required testing. Upon completion of each inspection, the contractor's representative shall submit a report to signify that the inspection was completed. The contractor will be verbally notified by the COR when repair services and emergency response services are required. Upon completion of each repair or service, the contractor's representative alongside the end user shall perform an operational check of the equipment to ensure its proper operation and submit a service report to signify that the actions were completed. In the event that a repair or service cannot be accomplished the contractor representative shall notify the COR. B. Badge Issuing. The contractor shall be responsible for the issuing, modification and deletion of working badges to and from the Advantor badging station. The contractor shall be capable of troubleshooting and resolving badge issues in a timely manner. C. Fire Prevention Program The contractor will become familiar with the Base Fire Prevention and Awareness Program (311 HSW Instruction 32-2) and shall be responsible for its implementation in Air Force lease-back facilities. D. Fire Extinguishers. The contractor shall be regularly engaged in the inspection, testing and repair of portable fire extinguishers. The contractor shall be provided a list of facility manager names and contact numbers for the purpose of coordinating all yearly fire extinguisher inspections. The contractor will be responsible for accomplishing the inspection, properly tagging the extinguisher and documenting the inspections results. E. Facility Vacate. The contractor shall be responsible for assisting (as needed) in the Air force's facility vacate process. Duties will include inspections of vacated areas to ensure compliance with established vacate procedures, and assistance in general housekeeping and cleaning of the vacated area. F. Provide Replacement Parts (Base security, access control, video surveillance, and intercom systems only). The contractor shall have and maintain an adequate inventory of repair parts to service the equipment specified in this contract. The contractor shall replace all worn, failed, or doubtful components and parts at no further charge to the government. Replacement parts furnished by the contractor will be exact model of the original manufacturer's parts or an equivalent that meets all DOD requirements. Any changes made by the contractor to the original Intrusion Detection System (IDS) or access control system will require the systems to meet required DOD guidelines at the contractor's expense. Personnel Requirements Proposed personnel must be a United States citizen and have a SECRET-level security clearance. The contractor shall be an established U.S. firm that has, for a minimum of 10 years, been regularly engaged in the installation, alteration, modification, and maintenance of high security, industrial-grade, intrusion detection and access control equipment.
