- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Natick Soldier System Center (NSSC), intends to award a firm fixed price purchase order on a sole source basis to: Eric Lammi Holliston, MA 01746-1441 THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1. Nature and description of the supplies or services required to meet the agency's needs: Senior Analyst/Programming/Administrator support for the Medals Automation Support (MAS)/Heraldry Automation Support (HAS) systems. Estimated level of effort annually is 450 hours. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): NDiV Incorporated is the only source to provide these services, as the MAS/HAS systems support contract is expiring end of FY 2010. The MAS/HAS systems are mission critical, and require no lapse in service. An alternate vendor would not be able to support this requirement as the intellectual development knowledge is proprietary to NDiV Inc. Additionally, the NDiV Inc. has illustrated a continuous ability to meet the needs of the Army, and has exceeded all requirements on previous related support contracts. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: When this contract was initiated the market research was done, and this provider was the only choice for the government. 4. Any other facts supporting the use of other than full and open competition: NDiV Inc. is consistently provided a quality service and support in a timely manner at a very competitive price. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: N/A 6.
