- Document Type: Combined Synopsis/Solicitation Classification Code: 66 Geophysical Instruments NAICS Code: 541360 - Geophysical Surveying and Mapping Services The United States Department of Commerce, National Geodetric Survey (NGS) intends to award on a sole source basis, under authority of Federal Acquisition (FAR) 6.302 Other Than Full and Open Competition to L & R Meter Service, LLC to upgrade the existing NGS relative gravimeters to support the National Spatial Reference System (NSRS). NOAA's Office of the National Geodetic Survey (NGS) is mandated by Congress to define, maintain, and provide access to the National Spatial Reference System (NSRS). One critical component of the NSRS is the determination of "height" (ellipsoid, orthometric, and dynamic) of any point in the United States and its possessions. NGS defines these heights in the official datums of the United States. Accurate gravity data is the foundation for the determination of the orthometric heights. One of the specialized geodetic instruments used to gather the required gravity data is a relative gravimeter. An upgrade is required for existing NGS relative gravimeters to have the accuracy required to support the NSRS. The upgrade will increase the functionality, operability and reliability of the gravity data. NGS has determined that it is in the best interest of the government to upgrade its current gravimeters in lieu of purchasing newer models. Requirements: • Five (5) NGS owned LaCoste & Romberg Relative Gravimeters are to be upgraded under the terms of this contract. Their serial numbers are D17, D43, G6, G81, and G157. A one year warranty on the upgrade parts and labor shall be included for each gravimeter. Specifications: For Gravimeters D17, G6, G81, and G157 Contractor shall: • Replace the existing cabled GARMIN data collection system with a cableless (Bluetooth) TRIMBLE data collection system. • Install a Bluetooth program and display. • Install a GPS card and protective cover into four (4) TRIMBLE RECON hand held data collectors that will be provided by NGS. For Gravimeters D17, D43, G6, G81, and G157 Contractor shall: • Install a cableless external Lithium battery system that is attached directly to the gravimeter. The battery system shall include two (2) Lithium Batteries and a charger. IT Security Requirements The C&A requirements of clause 73 do not apply, and that a Security Accreditation Package is not required. The vendor will only supply software, product license and will not require the use of any contractor owned equipment. The vendor will not have remote access to any government owned equipment. The vendor will provide supporting documentation or a reference to obtain the necessary material which describes the security capabilities, the design and development processes and the testing and evaluation procedures used by the product or services being provided for this acquisition. The vendor will also provide supporting documentation or a reference to obtain the necessary material which describes all product or service updates and enhancements as they are implemented. The product or service supporting documentation could be the user and system administrator guides, which is documents the functional properties of the security controls employed to permit the analysis and testing of the security controls. Vendors who believe they have the ability to meet the unique technical and capability features are required to submit in writing an affirmative response demonstrating that they can meet the Government requirements. The response must be sufficient to permit agency analysis to establish bona fide capability to meet the requirements. Failure to submit sufficient documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely with the discretion of the Government.
