- This contract action was accomplished using other than competitive procedures because there is only one responsible source as this is a follow-on contract, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The National Capital Region Contracting Center (NCRCC) intends to award a sole source follow-on contract for the continuous implementation of an online assessment to PDRI, formerly Brainbench, Inc., 650 Third Avenue, Minneapolis, MN 55402-4300. Civilian Leader Improvement Battery (CLIMB) is a web-based self-assessment tool to identify and develop potential leaders. It assists members of the civilian workforce in determining their leadership strengths and weaknesses and facilitates their self-development and competency management in a non-proctored environment. PDRI shall continue hosting and maintaining the online CLIMB assessment tool to include person-assessment interface, scoring algorithm application, database management, and service and maintenance resources. No development is required. This action will result in a Firm-Fixed Price contract with the followwing period of performance: Base Year24 September 2010 through 23 September 2011 Option Year I24 September 2011 through 23 September 2012 Option Year II24 September 2012 through 23 September 2013 This announcement is in accordance with FAR 8.405-6(b)(1). A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
