- The U.S. Army Contracting Command, Joint Munitions & Lethality (JM&L)Contracting Center, Picatinny Arsenal, NJ, on behalf of Munitions EngineeringTechnology Center (METC) anticipates soliciting a Sole Source Firm Fixed pricecontract to IPS Custom Automation (IPSCA) of Grand Prairie, TX under theauthority of 10 U.S.C. 2304(d)(1)(B), as implemented by FAR 6.302-1(a)(2)(iii)(B), Only One Responsible Source and No Other Supplies or Services WillSatisfy Agency Requirements and award to any other source would result inunacceptable delays in fulfilling the agencys requirements. This requirement is to support the explosive environment facilities in variousbuildings at Picatinny Arsenal, NJ. IPSCA will provide a the unique technicalservices for the required re-conditioning and repairs, installation andsupport, replacement and refurbishment of equipment, supply parts andmaterial, and technical support for all Industrial Plant Equipment controls,as necessary. IPSCA is already providing these services to the U.S.Government and there will be no time delay in the continued services, unlikeawarding to a new source. The period of performance will be a basic award ofone (1) year, with two one (1) year option periods. IPSCA has has the unique capabilities required by AR 385-100 of working in theunique explosion proof environments of NEC Class 1 Group D and Class 2Division 1 Group E, F, and G as well as the required knowledge of the safetyinterlocks of each unique and one-of-a-kind processing systems of the requiredlocations and has fabricated and designed most of the equipment in theselocations. Capabilities of IPSCA are such that the required performance isdone so in a unique, explosive environment. It is the contractorsresponsibility to safely and expeditiously provide sufficient support, andmeet all contractual obligations to sustain current mission requirements.
