Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U. S. Army Radiation Standards Laboratory (RSL) has the responsibility to provide calibration standards for ionizing radiation detection instruments (RADIACs) used by the Army. The U. S. Army Dosimetry (ADC), a division of RSL, currently possesses accreditation by the National Voluntary Laboratory Accreditation Program (NVLAP), and the National Institute of Standards and Technology (NIST) to provide dosimetry services to the U.S. Army and other DoD agencies. In 2008 the ADC added the Optically Stimulated Luminescence (OSL) dosimetry system to its Scope of Accreditation. Accreditation of the Army dosimetry program is mandatory due to Title 10, Code of Federal Regulations. Federal regulations 10 CFR 20 and 29 CFR 19.10 state that any individual that is occupationally exposed to ionizing radiation must be monitored with a dosimeter. Additionally, 10 CFR 10 requires that any individual who is occupationally exposed to Nuclear Regulatory Commission (NRC) licensed material utilize an accredited dosimetry service. The dosimetry system based on OSL technology was developed by Landauer, Inc. in conjunction with Panasonic utilizing the same size dosimeter and dosimeter holder as that of the presently used Panasonic Model 802 dosimeter; however, thermoluminescent dosimeter (TLD) elements are replaced with OSL elements. Improvements to technology over the existing dosimetry system include (1) the ability to re-read the dosimeter multiple times with minimal signal loss; (2) an order of magnitude improvement in the lower limit of detection; (3) shorter dosimeter processing read times; and (4) elimination of individual element correction factors. This advanced specialized equipment was developed by and only available from Landauer, Inc. Landauer has patented this technology and had sole access to proprietary information relating to the systems operation. Landauer is the only known source than can provide a dosimetry system using this updated technology.
