Description
The purpose of this modification is to post questions submitted in response to the original solicitation, along with their respective answers. Vendors interested in viewing the portrait in person should send an email to Cheryl Adamski at cheryl_adamski@nps.gov to arrange a visit, NLT Thursday, September 9, 2010 at 2pm. 1. Could you see if better photographs of this painting are available? Answer: There are three photos of the portrait available. Vendors should email Cheryl Adamski at cheryl_adamski@nps.gov to request electronic pictures of the portrait. Vendors interested in viewing the portrait in person should send an email to Cheryl Adamski at cheryl_adamski@nps.gov to arrange a visit, NLT Thursday, September 9, 2010 at 2pm. 2. The Statement of Work step 10 comments on the repair of a tear. Is there damage to the right of his head? Answer: There is paint loss to the right of his head, but no visible damage. 3. The solicitation requests a bid for frame conservation. The photo supplied does not have all of the frame in it. It looks like it has been overpainted with metallic paint. Is this the case, do you want it removed to reveal an original gilt layer?Answer: The paint is not metallic. 4. If selected to do this project, I would rather pick the painting up myself and transport it in my own vehicle. I would transport the painting with another person to insure its security. I would also pack the painting for transport myself to account for and adequately protect areas of current damage. Is this allowable?Answer: The painting may be picked up by the contractor, as long as the size of the vehicle can accommodate the painting and is packed properly. 5. It is not clear to me whether I can submit a written bid proposal for this project in addition to the electronic submission of the Cost Proposal. I assume you want information about my qualifications as a conservator - experience, resume, company literature, treatment examples? Please clarify. Answer: Offers must be submitted via email to NPNHContracting_BidProposal@nps.gov, to the attention of Cheryl Adamski, with a courtesy copy sent to cheryl_adamski@nps.gov. Written bid proposals will only be accepted as supplemental information to the emailed version. Paragraph (viii) DOCUMENTS TO BE INCLUDED IN QUOTE, from the original solicitation is removed and replaced with the following paragraph: (viii)DOCUMENTS TO BE INCLUDED IN QUOTE: 1.Written detailed descriptions of a minimum of three (3) previous projects of a similar nature, completed within the past five years, including drawings and/or images, if necessary. Projects should demonstrate the vendor's experience in conservation of portraits.2.Provide a minimum of three (3) references (one for each project) within the past five years, with the names and telephone numbers of contacts. Past performance on contracts with the Federal Government, other public agencies, or private organizations will be considered.3. Provide detailed resumes of the individuals who are proposed as conservators for this project. Resumes should include the experience levels of the offeror's proposed conservators in conservation projects, particularly historical work that is similar in scope and complexity to this project.4.A firm fixed price quote, provided on the attached bid schedule.5.Proof of CCR registration.6.Name, phone number, and address of your point of contact. 6.If the bid can be submitted in writing, how many copies of the proposal do you want?Answer: Offers must be submitted via email to NPNHContracting_BidProposal@nps.gov, to the attention of Cheryl adamski, with a courtesy copy sent to cheryl_adamski@nps.gov. Written bid proposals will only be accepted as supplemental information to the emailed version. One written copy will suffice. 7. Can the submission deadline be extended?Answer: The due date and time for receipt of quotes will be extended to Monday, September 13, 2010 at 10am. 8.#12 of the Statement of Work indicates that the painting might need to be strip lined. Is there enough tacking edge to restretch the painting without adding a strip lining? Also there is no description of how stable and strong the canvas is. Can it support its own weight? Answer: The specifications were written according to the conservator's recommendations. The painting can support its own weight. 9.The Background information notes that the painting has been exposed to extreme changes in environment and the result is surface cracking and numerous losses. Shouldn't this painting be lined instead of strip lined? This would consolidate the cracking paint and prevent future continuing paint losses.Answer: The specifications were written according to the conservator's recommendations. 10.Would it be possible to speak with the Curator responsible for this painting and clear up some of these issues? Answer: All questions shall be submitted in writing via email at cheryl_adamski@nps.gov. All other terms and conditions remain unchanged.
