- QUESTIONS: 1. PWS section C.1.3.2 picking up and transporting personnel to support paratrooper Military Freefall operations. What is the intent of this? For time sake I will offer that if it means to transport from Yuma to this location via aircraft this is against Federal Aviation Regulations as a part 91 operator. All skydiving operators fall under part 91. Please do clarify with end user. 2. CLIN 0001 Base Year Please clarify Ground/In air training price range for USPA Licensing requirements. Are they asking for transitions jumps? USPA membership and A licensure? or AFF package? 3. What is Accounting for Contract Services? ANSWERS: 1. YPGs requirement is to pick up and transport people from the contractor facility (runway) to the drop point for operations - NOT transport from YPG to contractor facility. 2. CLIN 0001 is for coaching/licensing as stated in SOW: C.1.3.4: USPA instructor personnel must be able to provide coaching, examine and certify all USPA ratings and licensing requirements upon request. 3. This is an online reporting website for manpower. In order to collect manpower data for our contracts, we require contractors to supply data and to enter the data at https://cmra.army.mil/login.aspx. We are requesting you to provide a bid for reporting this data annually.
