- Notice of Intent The Bureau of Reclamation, Great Plains Regional Office intends to award a purchase order to Teledyne RD Instruments for the StreamPro Acoustic Doppler Current Profiler (ADCP) to be delivered to the McCook Field Office in McCook, Nebraska. This notice is not a request for competitive quotes. Reclamation has found Teledyne RD Instruments to be the only source of the StreamPro ADCP. Reclamation has additionally determined the StreamPro ADCP to be the only unit that successfully measures low flow canals and streams and uses a personal digital assistant (PDA) that is self contained and connects directly to the ADCP. This procurement is being conducted pursuant to Part 12 and Part 13 of the Federal Acquisition Regulations. Since Reclamation believes that only one responsible source can provide the product that will satisfy the agency's requirements, a Justification for Other Than Full and Open Competition has been prepared and approved by the Great Plains Regional Office Chief of Contracting. The Government intends to award this requirement no later than September 30, 2010. This award date is a firm date and will not be extended. Vendors that recognize and can provide the required supply are encouraged to identify themselves and give written notification to the Contracting Officer. In order to allow for sufficient Government consideration and potential quote evaluation, vendors shall submit their written Leter of Interest no later than September 15, 2010. Responses received after September 15, 2010 may not be considered by the Government. Responses to this notice should be mailed to the Bureau of Reclamation, GP-5000, 316 North 26th Street, Billings, Montana 59101, faxed to 406-247-7798, Attn: Christine Mundt, or e-mailed to cfinkbeiner@usbr.gov. All responses should include the firms' Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Firms should additionally identify themselves as either a "small business" or an "other than small business" under North American Industry Classification System (NAICS) Code 334513. The applicable Small Business Size Standard is 500 employees. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Should the Government decide to conduct a competitive procurement, then quotes will be due on or around September 23, 2010. Note 1: Effective October 1, 2003, any contractor interested in doing business with the Federal Government must be actively registered in the Central Contractor Registration. Contractors may register at http://www.ccr.gov. Note 2: Effective January 1, 2005, any contractor submitting a quotation, offer or proposal to the Government must complete their Representations and Certifications online. All representations and certifications which used to appear in Section K are now located online. To complete the online representations and certification, Contractors shall register in the Online Representations and Certification Application (ORCA) at http://orca.bpn.gov.
