Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB), plans to procure on a sole source basis with Stewart Exposure Assessments, LLC, 6045 N 27 th St, Arlington, VA 22207-1264 for services regarding industrial hygiene support. This acquisition will be conducted under the procedures for acquiring commercial buys as authorized in FAR Part 12 and under the authority to use simplified procedures for commercial requirements as provided in FAR 13.501 (a)(1)(ii). The North American Industry Classification System code is 541380 and the business size standard is $7M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be twelve (12) months from date of award with a twelve (12) month option period. The Occupational and Environmental Epidemiology Branch (OEEB) in the Division of Cancer Epidemiology and Genetics (DCEG) of the National Cancer Institute (NCI) conducts studies in the United States and abroad to identify and evaluate environmental and workplace exposures that may be associated with cancer risk. Research projects are designed to identify occupational, environmental, and other factors affecting cancer risk; to characterize exposure response relationships; to elucidate biological mechanisms of action; to identify susceptible populations and gene environment interactions; and to improve research methods for occupational investigations. Projects involve sophisticated exposure assessments, biological components for mechanistic evaluations, and intensive collaboration among epidemiologists, industrial hygienists, and molecular biologists. The contractor shall provide a industrial hygienist with at least 15 years of experience conducting occupational exposure assessment in epidemiologic studies to perform exposure assessment activities on several epidemiologic studies currently underway in the OEEB. These are critical studies to which the Branch devoted substantial resources to collect exposure assessment information. These studies cannot be completed without further exposure assessment support. Stewart Exposure Assessments, LLC is a company that provides high quality industrial hygiene support. Dr. Patricia Stewart Stenzel is a senior industrial with more than 20 years experience. Dr. Stenzel has worked on a multitude of studies and developed several state-of-the-art methods to collect and evaluate occupational data in order to assess exposures. Dr. Stenzel has an in-depth knowledge obtained through years of researching the industries and occupations; working with the lead epidemiologists; reviewing company records; and traveling to industrial sites. There is no other known industrial hygienist that possesses the experience, expertise, and detailed knowledge. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 17, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
