- It is the intent of the National Library of Medicine (NLM), to negotiate on a sole source with The Information Packaging, LLC, 448 East Road, Pittsboro, NC 27312-4126 under the authority of 13.106-1(b) only one source reasonable available to procure the services and expertise of The Information Packaging, LLC to provide identification, evaluation and selection of state and local level data tools for incorporation into its HSRR database and the construction of well crafted focused PubMed searches in public health research and health services research. This acquisition IS a 100% small business set-aside and the North American Industry Classification System (NAICS) code is 561410, Document Preparation Services. The National Library of Medicine (NLM), one of the three national libraries in the United States, is the world's largest research library in a single scientific and professional field. NLM's primary mission, as mandated by the Congress, is service to the health professions. To support this mission, the Library comprehensively collects materials in biomedical subjects. The NLM holdings include more than 5 million items in over 70 languages from virtually every country in the world. NLM has been working to improve its products and services in the area of health services research information and public health. In response to recommendations made by the Institute of Medicine in 1991, NLM has been developing and expanding automated access to a range of information important to producers and users of health services research. NLM would like to obtain the services of an outside subject expert with experience and current involvement in the fields of public health research and health services research to support identification, evaluation and selection of state and local level data tools for inclusion in its HSRR (Health Services/Sciences Research Resources) Web-based database and specific extensive experience in the construction of well-crafted focused PubMed searches in these fields. NICHSR has identified The Information Packaging, LLC as having the requisite experience, knowledge and skills to perform this work. This project requires a detailed and broad understanding of various types of North Carolina and other state and local level datasets, survey instruments, and other tools useful for health services research including public health. The company has over 20 years of experience in health services research centers. It has frequently used data sources such as physician supply, general demographics, rural/urban indicators, and hospital survey information. Moreover, the company supported others use of data files for specific projects such as disease incidence, locations of federally supported health clinics, regional economic indicators, residential socioeconomic status indicators, population projections, industry-specific employment, and hospital discharge data. The company has an expert public health researcher and librarian skilled in identification, evaluation and analysis and use of public health and HSR datasets and instruments and searching HSR information systems and is, therefore, uniquely qualified to evaluate North Carolina and other state and local level data tools and identify those suitable for the HSRR database and to create in-depth individual records for them. The company has worked extensively with one of the Agency for Health Care Research and Quality (AHRQ), evidence-based practice centers performing rigorous literature searches of the PubMed database. This important experience allows the company to develop the preformulated PubMed searches NLM requires as part of this contract award. Finally, the company developed an in-house database of HSR instruments that it is sharing with the NLM. The company experience makes it uniquely qualified to perform the work NLM requires. All proposals received within five (5) days from the date of publication of this synopsis will be considered by NLM. NLM Synopsis No. NLM-10-147-SVU.
