- Wage Determination 2005-2511, Rev 13, dated 06/21/2010 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Reference Number HSFLAR-10-Q-00066 issued as a Request for Quotations (RFQ) with the evaluation and award prescribed in FAR Part 13 Simplified Acquisition Procedures. This is requirement is 100% set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 485410. The size standard is $7.0 million average annual receipts. The U.S. Department of Homeland Security, Federal Law Enforcement Training Center (FLETC) is seeking charter bus transportation services to/from the FLETC, 1300 West Richey Ave, Artesia, NM to/from airports in Albuquerque, NM, El Paso, TX and Lubbock, TX to pick-up/drop off students. Approximately seven trips per week will be required. Typical trips fall on Mondays, Wednesdays, Saturdays and Sundays. The contractor will be provided a minimum twenty-four hour advance notice of the scheduled pick-up/departure time and location. The number of students transported per trip will range from twelve to fifty. Buses must be heated, cooled and provide working restroom facilities onboard. Buses used for these transportation services may not be more than five years old and in excellent operational condition. The contractor shall be responsible for all transportation expenses including fuel, maintenance, insurance, licensure, vehicle registration, tolls, parking fees, etc. The period of performance will be October 1, 2010 - September 30, 2011. The government intends to award a blanket purchase agreement. NOTE: To receive an award resulting from this solicitation, offerors MUST be registered in the Central Contractor Registration (CCR) database at (https://www.bpn.gov/ccr/). Offerors are encouraged to, and must upon request, present their representations and certifications through the Online Representations and Certifications Application (ORCA) at (http://orca.bpn.gov). Wage Determination Number 2005-2511, Revision 13, dated 06/21/2010 applies. Provide pricing with requested documents to Stephen L. Foster by email stephen.foster@dhs.gov or fax 575-748-8002. All quotes are DUE by September 10, 2010: 4:00 PM (MST). 52.232-18 Availability Of Funds (APR 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
