- The Directed Energy Test and Evaluation Capability (DETEC) Tri-Service Study (T-SS) 2011 has identified directed energy (DE) developmental, operational, and live-fire test and evaluation (T&E) infrastructure shortfalls for Army, Navy, and Air Force DE programs. The shortfalls pertain to T&E of both high energy laser (HEL) and high-power microwave (HPM) weapon systems. The two shortfall lists, HEL and HPM, are included as an appendix to this Request for Information (RFI). The DETEC T-SS 2011 Management Team requests the assistance of industry, academia, and Government agencies in developing solution white papers to these DE T&E infrastructure shortfalls. Solution white papers submitted in response to this RFI will be assessed by a Solutions Analysis Working Group (using criteria described below) to determine the cost, risk, schedule, etc., of filling the identified shortfalls. This information will then be reviewed and prioritized by a Senior Review Group (SRG) comprised of DE experts from the Services. Responses to this RFI may be used to create the DETEC T-SS 2011 Roadmaps (the final product of the DETEC T-SS 2011). These roadmaps will be submitted to the Department of Defense Test Resource Management Centers (TRMC) Central Test and Evaluation Investment Program (CTEIP) to support creating trade studies and analyses of alternatives used in developing programming estimates for budget considerations. Responses to this RFI are not offers and will not be accepted by the Government to form a binding contract. THIS IS NOT A SOLICITATION FOR PROPOSALS.
