Description
Special Notice: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Southeast Fisheries Science Center (SEFSC) is awarding a Purchase Order for the training and advise the SEFSC stock assessment staff on the quantitative methods of technical writing. Fisheries science is becoming increasingly quantitative and new statistical, mathematical and computational methods are continually being developed for studying population dynamics and assessing stock. There is thus a critical need for government scientists to maintain and improve their quantitative skills and to adopt the latest methods. Sole Source Justification: Dr. Hohn Hoenig with the Virginia Institute of Marine Science offers the expertise to conduct the training for the stock assessment program. Dr. Hoenig has a Masters degree in statistics and a dozen publications in statistical journals such as Biometrics, American Statistician, and Environmetrics as well as in the Encyclopedia of Statistical Sciences. Market research was conducted by SEFSC and found there are no other experts in the field that has a record of scientific excellence as evidenced by numerous publications in scientific journals like those of Dr. Hoenig. The writing ability is critical because the contract involves teaching technical writing. A sources sought notice was posted on FedBizOpps on August 21, 2010 for a 7-day posting that resulted in no responses to the notice.
