- Salient Characteristics for Satellite System Upgrade COMBINED SYNOPSIS/SOLICITATION LIGHTING DETECTION SYSTEM This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included with or attached to this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N62306-10-T-5074. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-44 and DFARS Changes Notice 20100713. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dars/dfars/html/current/252201.htm. The NAICS code is 334519 Other Measuring and Controlling Device Manufacturing and the Small Business size standard is 500 employees. The Naval Oceanographic Office, Stennis Space Center, MS, intends to issue a sole source fixed price purchase order to Vaisala Inc., Louisville CO. pursuant to FAR 6.302-1. The requirement is for 9 each Satellite Receiver System Upgrade Kit, Gold Level Service Agreement(Includes software support and Advance Exchange Satellite Services) and Installation Services for dish equipment. Vaisala is the only vendor that can provide the receiving equipment necessary to receive the data from the National Lighting Detection Network. Delivery is required 30 days after receipt of the order. FOB Destination to Stennis Space Center, MS 39522-5001. This action is issued pursuant to FAR 12 Acquisition of Commercial Items and FAR 13 Simplified Acquisition Procedures. This synopsis is published for informational purposes only and is not a request for competitive quotes. All responsible sources may submit a quote which shall be considered by the agency. Any inquiries concerning this requirement are to be submitted in writing to the Contracting Officer within 5 calendar days after publication of this notice. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. See Note 22. The following FAR provisions and clauses are applicable to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial Item; FAR 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Item; FAR 52.212-4, Contract Terms and Conditions - Commercial Item; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Item; and DFARS 252.227-7015 Technical Data-Commercial Items. Contractor is reminded to include a complete copy of FAR 52.212-3 and its ALT I with quotes. Additional contract terms and conditions applicable to this procurement are DFARS 252.212-7000 Offeror Representations and Certifications - Commercial Item and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including FAR 52.237-34 FOB Destination. Any resultant contract will be DO rated under the Defense Priorities and Allocations System (DPAS). This announcement will close at 3:00 PM, CDT on 07 August 2010. Quote is to be submitted to STNS.NAVO.Contracts.FCT@navy.mil. Oral communications are not acceptable in response to this notice. Contractor shall provide Commercial and Government Entity (CAGE) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractor must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and Wide Area Work Flow at https://wawf.eb.mil to be considered for award. Quote shall include price(s), a point of contact, name and phone number, business size, and payment terms. Response must clearly indicate the capability of the offeror to meet all specifications and requirements.
