Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in far subpart 12.6, streamlined procedures for evaluation and solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation document will not be issued. This solicitation is being issued using simplified acquisition procedures. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-44. The associated North American Industrial Classification System (NAICS) code for this procurement is 541910. The Food and Drug Administration intends to award a purchase order on a sole source basis to Porter Novelli Public Services to participate in the 2010 Fall HealthStyles Survey. Not withstanding, any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services which will be considered. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. A determination by the Government not to compete the proposed contracts based on responses from this notice is solely within the discretion of the government. STATEMENT OF WORK Background The Food and Drug Administration has previously conducted efforts to understand consumer reaction to specific initiatives. Despite these previous efforts, the FDA has yet to conduct an in-depth exploration of consumers' mindsets and perspectives to develop a detailed understanding of these target audiences, especially as it relates to consumers' opinions of the FDA, its multiple roles, and consumer health and nutrition attitudes. Objective This project plans to gain an understanding of attitudes and perceptions held by U.S. adults 18 years of age or older as it relates to their overall health and nutrition attitudes and to the Food and Drug Administration overall. This project will also identify specific primary and secondary target audiences to inform potential future outreach efforts. The overall objective of this project is to accomplish the following: • Participate in the 2010 Fall Health Styles Survey • Obtain a dataset and an analysis of results from the 2010 Fall HealthStyles Survey related to the Food and Drug Administration, variables addressing health and nutrition attitudes, and the associated demographics. Work Scope The Contractor shall furnish all necessary personnel, facilities, equipment, materials and supplies to the perform work described below. FDA will enter into an Intellectual Property Licensing Agreement with Porter Novelli for access to certain licensed items of the database. The FDA will provide to the Contractor, approximately twenty (2) questions. The Contractor shall use the questions to produce a dataset of results, conduct an analysis of the dataset. FDA may share the report of the data analysis and publish the survey results. Work Description and Requirements a. The Contractor shall participate in a kick-off meeting with the Project Officer and other government personnel (in person or by teleconference) to review the project plan. The project plan will be developed by the Government in conjunction with the Contractor. The plan will include the survey questions, an outline of the survey and data analysis report, and a timeline and delivery schedule for completion of the survey and the data analysis and report submission requirements. The Project Officer and the Contractor shall discuss any necessary changes to the project plan. b. The Contractor shall obtain the Project Officer's approval of the project plan prior to its implementation. c. The Contractor shall use the questions provided by the FDA to conduct the survey, establish a data set, and perform an analysis of the results. d. The Contractor shall submit an electronic file of the 2010 HealthStyles dataset related to the FDA-related variables and associated demographics. Personal identifying information shall be excluded from the electronic file. e. The Contractor shall prepare and submit a final written report summarizing the findings. The report shall include the final dataset and an analysis of survey results. f. The Contractor shall prepare and submit a PowerPoint presentation summarizing the findings. Task Deliverables and Milestones Deliverables will be submitted to the Government Project Officer Project Officer. Deliverable/Task Due Date 1. Kick-Off Meeting with Project Officer - 10 days after award date 2. Project Plan - 10 days after initial meeting 3. Final Report - 4 months after award date 4. PowerPoint Presentation - 4 months after award date Government Furnished Materials The Government will provide to the contractor approximately 20 survey questions. The Government will be responsible and provide meeting space if meetings are held at the Government facility. Period of Performance The period of performance will be for four (4) months. Location, Work Schedule and Travel Work shall be performed at the Contractor's location. The Contractor's costs for travel shall be included in the fixed price Security and Privacy It is not anticipated that the contractor will be exposed to sensitive Agency information or data. The contractor agrees that contact personnel will not divulge or release information or data developed or obtained in connection with performance of this contract, unless made public by FDA or upon written approval by the Project Officer Project Officer. Contractor Conformance with Applicable Laws, Regulations, Policies and Standards The Contractor shall be responsible for knowledge of and compliance with all applicable federal information technology and information management laws, regulations, policies and standards at the government-wide, HHS and FDA levels. At the government-wide level, these include Office of Management and Budget (OMB), National Institute of Standards and Technology (NIST) and Government Accountability Office (GAO).
