Description
Justification RECOVERY It is the intent of the National Institute on Drug Abuse on behalf of the NIH Clinical Center (CC) to purchase an upgrade to the TheraDoc application. The CC is a 234-bed federally funded, biomedical research hospital located on the NIH campus in Bethesda, Maryland. The Clinical Center is the delivery setting for all NIH intramural clinical research protocols. The hospital complex consists of two main facilities that are connected to each other by "bridges". The original 14-story building is 2.5 million square feet and continues to house the clinical laboratories, imaging sciences, surgical suites, and several outpatient clinics. The new 870,000 square foot facility houses inpatient units and day hospitals. The Clinical Center accounts for about half of all NIH-funded clinical research beds in the United States and accommodates about 7,000 inpatient and 70,000 outpatient visits a year. Patients are admitted to the NIH Clinical Center from all over the world for the sole purpose of participating in a clinical research protocols. The Department of Clinical Research Informatics (DCRI) is responsible for the network infrastructure that supports the technology of all mainframe and desktop computers, and the management and development of applications and databases. The Department of Clinical Research Informatics supports the present TheraDoc Infection Control System, used by the NIH CC Epidemiology department. The system provides real-time tools for the gathering, analysis, and reporting of epidemiologic data for infection control. These processes are supported by multiple interfaces from various applications, including CRIS Admission/Discharge/Transfer (ADT) and Pharmacy medications, the Laboratory Information System (LIS), and the Radiology Information System (RIS). The following tasks are to be accomplished: 1. Upgrade TheraDoc to the latest version (4.2.2) 2. Add a new interface thread for vital sign data 3. Add a new interface thread for surgery data 4. Add a new interface thread for VAD data (Device Line Interface) 5. Add additional modules for implementation with Pharmacy 6. Training for new Theradoc users (Pharmacy) 7. Update the existing ADT feed to capture outpatient encounters Therefore based on the aforementioned facts, only one responsible source and no other supplies or services will satisfy agency requirements FAR 6.302-1. The Government intends to select and evaluate and award the offer that represents the best value to the Government, price and all other factors considered. The acquisition is being conducted under simplified acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
