Description
NASA/GSFC has a requirement for data validation and analysis on data derived fromthe Lunar Reconnaissance Orbiter (LRO) Lunar Orbiter Laser Altimeter (LOLA), theMESSENGER Mercury Laser Altimeter (MLA) data combined with stereo-derived topography fromthe Mercury Dual Imaging System (MDIS), and the Dawn Framing Camera when the Dawnspacecraft arrives at Vesta. NASA/GSFC intends to purchase the services from Dr. Scott Mest of the Planetary ScienceInstitute (PSI) pursuant to FAR 13.106, for the acquisition of supplies or servicesdetermined to be reasonably available from only one source. The work to be performedincludes evaluation of the morphology and morphometry of geologic features observed onthe Moon, Vesta, and Mercury. Dr. Mest is uniquely qualified to provide the geologiccontext for interpretation of lunar altimetry, and to use the altimetry in thedevelopment of geologic maps and in the interpretation of other data. The services to beprovided are at a level of expertise requiring specific training in the subject areas.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 16, 2010.Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.
