Description
Performance Work Statement (PWS) Purpose: The purpose of this Request for Information (RFI) is to survey the market for potential small business contractors capable of satisfying a current service requirement. The market data collected will be used to formulate an acquisition strategy to procure comprehensive support services for the Maneuver Battle Lab located in Ft. Benning, GA. The Mission and Installation Contracting Command Center - Ft. Bragg is requesting responses from qualified small businesses within the selected industry classification that are able to perform the requirement in its entirety, as a prime contractor, to include all task areas identified in the PWS. The qualifying NAICS code for this effort is 541611. The objective of this requirement is to provide comprehensive support services for the Maneuver Battle Lab in accordance with the attached PWS. The contractor shall provide comprehensive support services in the areas of planning, preparation, execution and analysis in support of MBL experimentation. They shall be responsible for ensuring that the simulations, simulation facilities and the simulation models are in a current and ready state. The Contractor shall support the MBL in coordinating, integrating, conducting, and executing experiments in support of the MBL mission. They will be required to simultaneously execute multiple experiments in various stages of completion. The contractor will be responsible for coordinating these experiments simultaneously in accordance with the applicable milestone schedules. The contractor shall maintain a sustainable integrated simulation capability that is DIACAP compliant with the ability to surge technical capability as required to meet experimentation requirements. Responses to this sources sought shall not exceed fifteen (15) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate relevant performance acumen directly related to the performance of the requirement as specified in the attached PWS (2) Citation of any current, or past customers (i.e., within the past three (3) years) to include contract number, point of contact telephone number or e-mail address; and (3) other material relevant to establishing core competencies of the firm. Any cited experience must be both relevant and recent to be considered during the capability determination. To be relevant, the effort must be similar in the nature of work, size, magnitude, complexity and scope. To be recent, the effort must be ongoing or have been performed during the three years before the date this RFI is issued. Responses are due by September 9, 2010 at 5:00 p.m. EDT. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services. No solicitation documents exist at this time but a solicitation package is forthcoming pending analysis of the market data collected. The Government will not pay for information submitted in response to this sources sought and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
