Description
The U.S. Army Contracting Command, Joint Munitions & Lethality Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of PM Soldier Weapons, intends to solicit, negotiate and award a sole source contract to Kongsberg Defence & Aerospace under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii)(B) for production of 850 MK47 Advanced Light Weight Grenade Launcher (ALGL) Weapon Adaptation Kit(WAK). The anticipated effort will be a modification to Contract # W15QKN-09-C-0168 with Kongsberg Defence & Aerospace in which 4 prototypes of the MK47 WAK were tested, evaluated, and passed through full qualification and function testing. MK 47(ALGL) is fully integrated to KDAs CROWS and is ready for fielding. Kongsberg Defence & Aerospace is currently the only source with a fully qualified and production ready MK47 WAK capable of meeting warfighters urgent need and program fielding schedule. KDAs CROWS are a proprietary design; no other contractor could provide WAKs without obtaining KDAs proprietary data. Without the authority to redistribute the software source code, no other entity will possess the understanding or the ability to modify the code to address the MK47 WAK. This modification is to meet the immediate needs to support Soldiers fighting in OIF and OEF. Bringing on another contractor to produce the MK47 WAKs would cause an unacceptable delay in schedule and a high performance risk. Please note this notice does not constitute a Request For Proposal (RFP). A determination by the Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the Government. The anticipated award date for this action is the 24th of September 2010.
