Description
The Space and Naval Warfare Systems Command (SPAWAR), in support of theProgram Executive Office (PEO) Command, Control, Communications,Computers, and Intelligence (C4I), Navy Communications Program Office(PMW/A 170), intends to issue a sole source RFP, under the authority of 10U.S.C. 2304 (c) (1) and FAR 6.302-1, to Raytheon Company, 1001 Boston PostRoad East, Marlborough, MA 01752. The contract-type is expected to be anIndefinite Delivery Indefinite Quantity (IDIQ), Cost Plus Award Fee (CPAF) /Firm Fixed Price (FFP) contract with five one-year ordering periods. Contractaward is anticipated in June 2011. The proposed contract will provide forhighlyspecialized engineering services to meet the Navy's Satellite Communications(SATCOM) program requirements to include the following systems in whichRaytheon is the manufacturer: Extremely High Frequency (EHF), Super HighFrequency (SHF) WSC-6 (v)5/7, Global Broadcast System (GBS) and NavyMultiband Terminal (NMT) and ancillary equipment. The contract will allowEngineering Change (EC) upgrades, hardware refurbishment, failure analysis,obsolescence study, software maintenance, and the procurement ofreplacement components and upgrade kits as necessary to meet emergentrequirements for the aforementioned Raytheon manufactured SATCOMsystems. The contract will also include the procurement of technical manualsand Contract Data Requirements Lists (CDRLs). Responses to this notice must be received no laterthan 05 August 2010 at 09:00 AM San Diego local time. This notice of intent ISNOT a request for competitive proposals.
