Description
The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with Oak Ridge Associated Universities (ORAU), MC100-44, P.O. Box 117, Oak Ridge, TN 37831 for a follow-on contract for instructor services. The contract shall be for a base year and two (2) 1-year option periods. The vendor shall be responsible for providing advanced forensic science and crime scene instruction to State, Local and International Law Enforcement Officers, as well various DoD personnel and that of other agencies, attending the FBI's National Academy. The vendor shall supply a dedicated instructor with solid institutional knowledge of all current forensic techniques. Instructor shall possess a Masters Degree and have been certified through the University of Virginia (UVA) as an instructor. Each class taught at the National Academy are accredited by UVA and will provide students with 3 hours of undergraduate credit. Based on extensive market research conducted with knowledgeable individuals in Government and the related industry, only ORAU has a UVA certified instructor to teach advanced forensic science and crime scene instructions at the FBI's National Academy. This Notice of Intent is not a request for competitive proposals. However, interested parties are advised that no solicitation document is available for this requirement and may identify their interest and capacity by submitting a capabilities statement by 10:00 am, EST, by Tuesday, September 7, 2010. The capability statement must reference solicitation number 10-P-LDQ003964. The capability statement should be delivered to the FBI Laboratory, 2501 Investigation Parkway, Room 1252, Quantico, VA 22135, Attn: Lynda M. Theisen, Contracting Officer or by email to Lynda.Theisen@ic.fbi.gov. The Government will not pay for any information received. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be accepted. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
