Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Radiation Epidemiology Branch (REB) plans to procure on a sole source basis with Dr. Dunstana Melo, Fua Fala Amendoeira 454, APTO.1404, Rio de Janeiro, RJ 22793-580 Brazil for services regarding radiation dosimetry support for radiation epidemiology studies of medical personnel and patients. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard is $7 M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be for twenty-four (24) months from date of award. The Radiation Epidemiology Branch (REB) within the National Cancer Institute (NCI) carries out studies to characterize the risk of radiation-induced cancer in terms of tissues at risk, dose response, biological effectiveness, dose rate, time since exposure, sex, age at exposure and at observation, and possible modifying influences of other environmental and host factors. With regard to the medical setting, case-control and cohort studies of cancer risk are conducted on populations of patients exposed to diagnostic x-rays, CT scans, fluoroscopic, and nuclear medicine procedures. The contractor shall provide 1) in the framework of the study of U.S. radiologic technologists, a comprehensive matrix of typical organ doses for workers in nuclear medicine services and for patients submitted to diagnostic x-ray examinations, fluoroscopic procedures and nuclear medicine procedures for each of the last nine decades from 1920 to 2010 in which those procedures were used on a relatively large scale, and 2) a thorough evaluation of the uncertainties in the dose estimates for the approximately 23,000 patients of the TTFUS cohort. The contractor shall also draft and complete manuscripts listed in the list of tasks. Dr. Dunstana Melo developed a biokinetic model for iodine to be applied to hyperthyroid patients, and estimated occupational and patient doses received currently and in the past by radiologic technologists. Because of her involvement in national and international organizations, she has developed a very wide network of scientists that she can approach to obtain specific data and information that are not available in the open literature. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 16, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
