Description
Revised Statement of Objectives In accordance with 15 U.S.C. 637(e), 41 U.S.C. 416, and FAR 6.204, the Centers for Disease Control & Prevention (CDC), Office of the Associate Director for Communication (OADC) has a requirement for contractual services to procure Global Communication Center, Building 19 Support. The contractor shall provide "full service" approach to accomplish the overall integration of services and operation of the Global Communication Center (GCC). The "full service" approach means that the occupants of, and visitors to, Building 19 shall have a single point of contact to secure all of the services/tasks described and required below. The GCC is essential to expanding relationships and improving outreach to scientific and public health colleagues, potential benefactors, students and educators, and anyone interested in learning more about public health. Center for Disease Control and Prevention (CDC) recognizes that this facility will allow the agency to interact with the public in many new ways more frequently. The GCC is a state-of-the-art signature building that presents CDC to the external world. Reflecting CDC's broadened vision for outreach and collaborative activities, the building is intended to serve as the physical and technological hub for actively engaging partners, the scientific community, and the general public in an exchange of information and ideas about public health, while being the primary facility for CDC program offices to conduct meetings, conferences and training sessions. Therefore the entire building must be operated and maintained at a superior level, creating an environment and atmosphere of excellence and graciousness, reflected by the Contractor. The contractor shall provide suggestions and recommendations that can improve the GCC facility operations and performance; identify and remedy problems before they impact the GCC operations or its programs; provide comprehensive integration, supervision, and management of the tasks/activities for the "full service" approach described below. Task 1. Conference and Event Management Task 2. Information Desk Operation Task 3. Event Planning Task 4. Event Setup Task 5. Janitorial Task 6. Gift Shop and Store Operation Task 7. Visix Digital Signage Task 8. Conference Room Scheduling System (CRSS) The Revised Statement of Objectives is attached for informational purposes only. The Technical Evaluation criteria shall include: Criteria 1: Understanding of Requirement/Proposed Technical Approach; Criteria 2: Corporate Capability/Experience; Criteria 3: Experience of Personnel, and Criteria 4: Management Plan. The technical merit of the evaluation criteria will be rated using adjectival ratings. The adjectival ratings will depict how well the offeror's proposal meets the evaluation standards and the solicitation requirements. The offeror's technical proposal will also be given a risk rating utilizing the same evaluation criteria. Past Performance will be rated using a performance risk assessment. This will be an 8(a) Competitive Set-Aside with the NAICS Code 561920, Convention and Trade Show Organizers, size standard $7 million. One (1) Single Award is contemplated for a Time and Material/Labor Hour contract. The anticipated period of performance will be a Base Period and Four (4) One (1) Year Option Periods for a total of 60 months, five (5) years. The incumbent contractor is CNI, Construction, LLC, 2600 John Saxon Blvd, Norman, OK 73071-1166. The contract number is 200-2005-13269. The Request for Proposal (RFP) will only be available by downloading from this internet site: www.fedbizopps.gov. The RFP will be posted on or about September 15, 2010. The anticipated contract award date is 1 December 2010.
