- I. Purpose:The purpose of the SIR is to seek competent and suitable sources for the subject project. Responses to the SIR will be used to screen qualified companies. Screening information allows the Federal Aviation Administration (FAA) to determine which offers are more likely to receive award, and ultimately, which offers will provide the FAA with the best value. The FAA has appointed an Integrated Product Team (IPT) who will evaluate each response received and make a selection of qualified offerors based on the evaluation criteria established in the SIR. The SIR evaluation process may involve face-to-face negotiations with one or more offerors. All offerors that are eliminated from the competition will be notified in writing. This procurement is a 100% set-aside for contractors listed as a Small Business under NAICS 334220 II. Scope: The Federal Aviation Administration is adding Up/Down Converters and Switching Capability to the ANICS Network in order to increase network transport capacity by full use of existing transponder capacity. Up and Down conversion is required to access two transponders on two separate satellites (e.g. four transponders) for a total of four Up and four Down conversion paths. The successful offeror shall provide equipment as listed below: 1.4 ea. Up Converter paths2.4 ea. Down Converter paths 3.4 ea. Up Converter 1:1 Switch or integrated switch capability within an Up Converter path4.4 ea. Down Converter 1:1 Switch or integrated switch capability within a Down Converter path5.Required interconnection cables between equipment in each chain.6.Equipment documentation (e.g setup, configuration, operation, troubleshooting, MIB7.Equipment must be shipped to the Federal Aviation Administration to be installed by FAA personnel. Telephone vendor installation support must be included for installation proposes. Written responses to this SIR are due by close of business on September 10, 4:00 p.m. PST. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
