- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a total small business set-aside. This solicitation number is RFQ1755690 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. The National Institute on Aging (NIA) Intramural Research Program (IRP) Administrative Office is responsible for administrative operation of the NIA IRP. This includes budget execution, property management, procurement, and internal controls. To assist the NIA IRP Administrative Office with carrying out these responsibilities the contractor shall provide the following services: 1. Annual Report: Review overhead calculations to be used for NIA IRP annual report. Provide recommendations for allocation of funding for overhead amount. Review distribution of funding to each project and provide advice and recommendations for adjustments. Prepare template to be used to apply overhead to each project across program in the IRP. 2. NIA IRP FY11 Budget Formulation: Work with administrative staff to prepare FY11 NIA IRP budget plan. Provide insight, guidance, and recommendations for the budget plan considering known and anticipated factors affecting the budget. 3. FY11 Budget Execution: Provide analysis and recommendations on spending plan for facilities and contracts to include, but not limited to leases, projects, and Office of Research Facilties assessments. NIA will provide monthly reports. Review projections, obligations, and disbursements. Inform Administrative Officer of changes to projected spending and identify new requirements. Recommend changes as appropriate. 4. Facilities and Space Planning: Evaluation of and planning for facilities and space occupied by the NIA IRP to include the Gerontology Research Center, the NIH Biomedical Research Center and Harbor Hospital. Review space plans and provide recommendations for improvement, ensure compliance with Federal/NIH guidelines. Provide advice and guidance on anticipated renovation/realignment plans and review cost estimates. 5. Clinical Research Services and other related contracts and services: Review draft proposals and provide advice regarding negotiations with Harbor Hospital for 3T MRI usage. Perform research regarding policy, practice, and effective execution of performance evaluation for contractor provided services. Perform research regarding policy, precedent, and common practice on other areas as needed. Also assists the administrative team in performing market surveys, formulating acquisition strategies, and selection criteria for contracts based on research that may be performed in these areas. May assist in preparing independent government cost estimates. May include preparing documents, participating in, and at times, leading meeting discussion, gathering data, compiling input from several sources, and assessing plans and documents for effectiveness of purpose. Prepares and/or reviews a variety of task orders and develops budget estimates for task orders. Assists in developing annual budgets and estimated spending projections. Develops separate spreadsheet for costs related to task orders in support of clinical program. May assist in invoice review and tracking, monitoring funding levels and analyzing cost for several contracts. May participate in optimizing station support contracts by assessing usage, volume and cost and recommending appropriate adjustments or modifications. Assesses effectiveness and efficiency of in-house transportation services (for both facilities and participants). Provides recommendations for improvements as appropriate. May assist in developing and/or writing standard operating procedures and monitoring procedures for the debit card program. May assist in implementation and transition to the ASAP funding mechanism for the debit card program. 6. Financial Management: Provide advice and recommendations on execution of FY11 and FY12 IRP budget to include royalty, gift funds, and CRADAs. Review financial reports and use NIH financial systems (nVision and SOFiE). Meet at least monthly with Administrative Office staff to review the IRP budget and discuss plans and recommendations. Reviews task orders for administrative and scientific services contract administered by NIH. Researches salary information, solicits input from lab/branch/section staff regarding specific task orders. Assists in developing budget estimates. 7. Emergency Planning: Work with NIA IRP staff on the IRP Continuity of Operations Plan (COOP), Crisis Response Team, and other emergency management-related activities. Provide advice, guidance, and recommendations and formulate plans. 8. Animal Services: Provide timely assistance in assessing quality, performance, schedule, and cost of contractor for animal services and in planning the expansion of animal services at a remote facility. Recommend changes or options to the project officer. 9. Standard Operating Procedures: Assist Administrative staff in developing standard operating procedures for a variety of administrative functions. Meet with staff to discuss processes and develop plans with review and approval from the Administrative Officer. Standard operating procedures will be posted on the NIA intranet for use by all NIA staff. The period of performance is 12 months with the option of up to 4 additional 12-month option periods. The place of performance is 251 Bayview Boulevard, Baltimore, MD. It is anticipated that 2,000 hours per annum are required. Quotations will be evaluated on the following factors (technical being the more important) 1. Ability to perform administrative functions such as federal budget preparation and execution; 2) Ability in preparing written documentation for planning and execution for new rules and regulations; and 3) past performance on three projects similar in size and scope. Price will be evaluated on a best value basis which includes a review of appropriateness of hours proposed, labor categories proposed and a reasonable market price.
