Description
Bridge and Truss Q1379100102 1. GENERAL INFORMATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and will remain open for 14 days. Quotes are requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), number Q1379100102 in accordance with FAR parts 12 and 13. The solicitation document and clauses are those in effect through Federal Acquisition Circular 05-34. 2. SMALL BUSINESS SET ASIDE: This solicitation is 100% set-aside for small business. All responsible small businesses may submit a quotation which shall be considered by the National Park Service (NPS). The associated NAICS Code is 423390, and the size standard is 100 employees. 3. DESCRIPTION OF WORK: Line item 0001, The bridge span support must be constructed to fit specific flat bed rail car. Therefore, only basic measurements and specifications for material used to construct a support that we know works. Temporary bridge span made from modified flatbed rail carMinimum length: 54 feetMinimum width: 8 feetMinimum load capacity: 180,000 lbs. Temporary support for temporary bridge span.Must be able to align temporary bridge span to existing bridge deck - about 18'-19' tall.Must be able to support temporary bridge span with loads of 80,000 lbs. Using wide flanged beams (W12 X 106) for main frame components, and W6 X 15 or greater for cross and side braces. 4. DELIVERY: Delivery required to Cimarron, CO no later than 45 days after issuance of purchase order, shipped F.O.B. Destination. 5. EVALUATION: The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation provides the best value to the government. "Best value" shall be a combination of price and performance, where price is slightly more important than performance. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Offers that do not conform completely to the requirements will not be considered. The Government intends to evaluate offers and make award without discussions. However, the Government reserves the right to hold discussions if it is in the best interest of the Government to do so. 6. VENDOR QUALIFICATION: All vendors wishing to be considered for this solicitation must be successfully registered in the Central Contractor Registration (CCR) database and have completed online Reps and Certs by the date of quote submission. Quotations received from offerors who have not successfully and completely registered in CCR and completed Reps and Certs by the submission date will be considered non-responsive and will not be considered. CCR registration may be completed at http://www.ccr.gov. Online Reps and Certs may be completed at http://orca.bpn.gov/publicsearch.aspx. CCR registration typically requires five to seven business days for completion. 7. QUOTATIONS: Quotations shall include (1) the total lump sum price for all work, (2) Business Name, (3) DUNS number, (4) business address, (5) Business Phone, (6) Offeror Name, and (7) Date. Offers shall be clearly marked "Cimarron Bridge and Truss" and may be submitted via e-mail to Debra O'Hagan at Debra_Ohagan@nps.gov; fax to 970-641-3127; or mailed to Debra O'Hagan at 102 Elk Creek, Gunnison, CO 81230. Quotes shall be submitted to insure receipt by 4:30 pm local time, Gunnison, CO, Monday, Sep 13, 2010. The anticipated award date is on or about Friday, Sep 17, 2010. 8. CLAUSES:The provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition, with no addenda. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with your offer. The clauses 52.212-4, Contract Terms and Conditions - Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, apply to this acquisition. Offers are due no later than 4:30 PM local time, Sep 13, 2010.
