- NASA/DFRC has a requirement for one brand new electric three system hydraulic teststand, National Stock Number (NSN) 4920-01-044-5926, Model AM-27T-2A. This is industrystandard test equipment used to provide hydraulic power to military style aircraft. Provides hydraulic fluid at adjustable pressures and flow rates for testing aircrafthydraulic systems on aircraft without running aircraft engines or onboard hydraulicpumps.Test stand must have three separate hydraulic pumps and systems to test all threeaircraft hydraulic systems independently. This equipment must be powered by facilitypower (electric). Brand name or equal is acceptable.Minimum salient characteristics required to be considered EQUAL:Electric 460 VAC, 60 Hz, 250 amp maxThree System: 70 GPM (35 GMP/system) @ 3000 PSIG, 30 GPM (10 GPM/system) @ 5000PSIG This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Offerors are required to usethe On-Line RFQ system to submit their quote. The information required by FAR Subpart12.6 is included in the on-line RFQ.This acquisition is 100% Small-Business Set-Aside. The NAICS code for this solicitationis 333999 and the Small Business Size Standard is 500 employees.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.I. PRICING - Pricing is requested on an F.O.B. Destination basis. Shipping costs shall beincluded in the unit price of the item.II. DELIVERY - The delivery schedule shall be as follows:Delivery shall be F.O.B. Destination to Dryden Flight Research Center, Edwards,CA 93524.Deliver no later than 140 days after receipt of order.Shall include a complete set of operator, maintenance/repair, parts and servicemanuals.III. INSPECTION AND ACCEPTANCE - Shall be at destination. NASA DFRC Procurement QualityRequirements apply. Item will not be accepted without compliance of attached Q-5Certificate of Conformance.IV. EVALUATION CRITERIAPursuant to FAR 52.212-2, Evaluation-Commercial Items (Jan 1999), the Government willaward a contract resulting from this solicitation to the responsible Offeror whose offerconforming to the solicitation will be most advantageous and provides the Best OverallValue to the Government, price and other factors considered. The following factors shallbe used to evaluate offers.1) Technical Capability Contractor must demonstrate the quoted item(s) meets thesalient characteristics required by the Government.2) Delivery Schedule Contractor must demonstrate the capability to meet the quoteddelivery date.3) Price Delivery Schedule, Technical Capability, and Price are equally important. Although price is not the controlling factor in award of a contract under thissolicitation, it is an important factor and should not be ignored. The degree of itsimportance will increase with the degree of the equality of the proposal in terms of theother evaluation factors on which selection is based. If competing proposals aresubstantially equal in delivery schedule and technical capability, price may be thedetermining factor in award.Award shall be made without discussions. The Offeror's proposal shall contain a briefstatement to demonstrate the capability to meet each evaluation criteria. Only thoseproposals prepared in accordance with the solicitation will be evaluated. Governmentreserves the right to make award for individual line items. Any Offerors foundtechnically unacceptable will not be considered for award.V. Questions regarding this acquisition must be submitted in writing by email only torochelle.butler@nasa.gov no later than September 7, 2010 at noon Pacific Time.It is thequoter's responsibility to monitor this site for the release of amendments. Potentialquoters will be responsible for downloading their own copy of this notice, the on-lineRFQ and amendments, if any.VI. All responsible sources may submit a quotation via On-Line RFQ only, which if timelyreceived, shall be considered by the Agency. Companies must have valid DUNS numbers andbe registered with Central Contractor Registration (CCR) and shall provide the companyTax Information Number (TIN) with their offer.The deadline to submit offers is noonPacific Time on September 14, 2010. All responsible sources may submit an offer whichshall be considered by the agency.
