Description
RESPONSE TO QUESTIONS IS PROVIDED. QUESTION 1: Is it possible for the BIA to give the prospective bidders some contacts for construction water in close proximity to Polacca? We were told at the site visit that we would not be able to get water from Polacca. RESPONSE: Contact the First Mesa Consolidated Village at 928-737-2670 and ask for Phillip Harvey. QUESTION 2: Can the complete NESHAP Asbestos Inspection be provided to bidders for review? I have received the Limited Inspection performed by Zia. RESPONSE: To request a copy of the Environmental Assessment Report, send request by e-mail to "paul.robinson@bia.gov. The entire (nearly 100 page document) Polacca Day School Phase I Environment Site Assessment report will be provided. QUESTION 3: Is there a Site work specification that can be provider to bidders for review. Specifically concerning building 207 that has asbestos materials in it. It is obvious that the building suffered severe damage (collapse/fire damage) since the limited inspection was performed. On the inspection documents this material is listed in "good" condition, seems that this is certainly not the current state of the ACM's. The determination of how the debris should be handled (for example, by EPA certified operators and all debris treated as RACM?) RESPONSE: The flooring materials identified in Building 207 as asbestos-containing material (ACM) in the previous asbestos survey has been burned in a recent structure fire. Since non-friable ACM can become Regulated Asbestos-Containing Material (RACM) if it is burned, then all the Building 207 debris should be treated as RACM. QUESTION 4: Is the abatement portion of the contract required to include third party oversight by a CIH or IH and third party clearances (PCM or TEM). RESPONSE: Third party oversight is not required by the Statement of Work.
