Description
The Department of Veterans Affairs (VA) VA Health care Network Upstate New York (VISN 2) intends to solicit offers and award one firm-fixed price contract on a competitive basis for Driver Rehabilitation Services. The applicable North American Industry Classification System (NAICS) code number 624310 with a size standard of $7.0 million. The method of procurement for these services will be Request for Proposal (RFP) in accordance with Federal Acquisition Regulation (FAR) Parts 12, 13, and 15. Award will be made to a responsible offeror who presents the best value to the government based on technical capability, past performance, and price. The contractor shall provide driver training services to include evaluation, training, and vehicle needs assessment to eligible and referred veterans located in Buffalo, Batavia, Canandaigua, Bath, and Syracuse, New York. The patient's progress will be reported in a monthly report from time of initial evaluation until completion of training, including notation of licensure achievement. The following behavioral objectives are to be accomplished: "The patient will acquire specific knowledge in all areas of the driver training course including didactic theory and practical experience; and "Psychomotor improvements in handling segments of the driver training task will be noted by comparison of function before and after completion of the training course; and "The patient will maximize independence in all aspects of driving; and "Supporting adaptive equipment will enable patients to mainstream themselves into society Solicitation VA-528-10-RP-0290 electronic solicitation package, including any related attachments and/or amendments will be available to the public as an RFP on the FBO website on or after September 7, 2010. QUESTIONS shall be submitted electronically in writing to the attention of the Contracting Officer no later than five days after the solicitation is posted on the FedBizOps (FBO) website; http://www.fedbizops.gov/. VERBAL OR TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. All responses will be incorporated into a written amendment to the solicitation for the benefit of all interested offerors. FAXED AND EMAILED PROPOSALS WILL NOT BE ACCEPTED. Responses are to be sent electronically to leslie.robinson2@va.gov. All interested parties must respond to the solicitation announcement electronically. Interested parties are reminded to register with Central Contractor Registration (CCR) at http://www.ccr.gov in order to be eligible for award of Government contracts. Responses must be received by September 17, 2010.
