Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB), plans to procure on a sole source basis with Gene Square Biotech Co. Ltd., Rm207, Bldg.C. Shu Guang Building; No.5 Jing Shun Street. Chaoyang District, Beijing, 100028 for services regarding the Genome-Wide Association Study (GWAS) of lung cancer among Asian females in mainland China. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541380 and the business size standard is $12 M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be six (6) months from date of award. The Occupational and Environmental Epidemiology Branch conducts studies in the United States and abroad to identify and evaluate environmental and workplace exposures that may be associated with cancer risk. Workers often have heavier and more prolonged exposures to hazardous chemicals that also occur in the general environment, but at lower levels. Recent findings from lung cancer genome-wide association studies (GWAS), which have been performed primarily among smoking Caucasian males, found variants in loci 15q25, 5p15, and 6p21 to be associated with lung cancer susceptibility. A GWAS of lung cancer among never smoking females in Asia strongly complements these previous and ongoing efforts. First, it provides an opportunity to determine if variants previously identified in the West replicate in a distinctly different population, which would provide strong evidence that a given locus is fundamentally and directly associated with lung cancer pathogenesis. Second, a GWAS among never smoking females in Asia has the potential to identify unique genetic factors in a population where risk is driven by environmental factors such as in-home solid fuel use, cooking oil fumes, and environmental tobacco smoke (ETS). The purpose of this procurement is to support the scanning of the 1900 DNA samples from mainland China. This genome-wide association study (GWAS) of lung cancer will scan about 9,000 females from Asian countries. Of these, about 5,000 subjects will be scanned at the National Cancer Institute’s Core Genotyping Facility (CGF). About two thousand subjects must be scanned in mainland China. Gene-Square is the only known facility in mainland China that is capabe of performing this highly technical genome-wide scan on the Illumina Platform. Further, the CGF has evaluated their methods and capabilities and found that the results from scans performed by this contractor are of high quality. Therefore, given the geographic location, the need for high quality data based on stringent quality control measures, and the necessity to integrate the results with CGF’s results, Gene-Square is the only company known to the NCI that can complete the work associated with this procurement. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 15, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
