- Per Amendment I, this is the NIST Policy on Hazard Analysis and Control Solicitation number SB1341-10-RQ-0753 Amendment I The purpose of this amendment is to provide a response to questions posed by potential offerors. Please see the following questions with the official responses from NIST: 1: The solicitation states that the system shall effectively support the NIST Hazard Review Process. Do you have an example of the NIST hazard Review Process? Response: The NIST Policy on Hazard Analysis and Control has now been attached to this solicitation. 2: The solicitation states that the system shall be customizable to support OU-specific hazard review techniques and methodologies. It is difficult to determine if the software will support OU specific hazard review techniques and methodologies without knowing what the hazard review techniques and methodologies are. Can these be provided? Response: This requirement is intended to ensure that the Hazard Review Module/Capability in the software is customizable, and can accommodate a variety of hazard review/control methodologies. The NIST Operating Unit-specific methods/processes cannot be provided to the public. 3. Is there a standardized review process within all OU's? Response: Please see the attached NIST Policy on Hazard Analysis and Control 4. The solicitation states that the EHS system provided must support the publication of safety bulletins and similar notices. Exactly what is meant by "support the publication of?" Do you expect the software to generate the detail? Response: "Must support the publication of" means the software must be capable of sending a pre-written safety bulletin to a list of e-mail addresses or to a web-site. The detail of the bulleting or similar notice need not be generated by the software 5. How many Past Performance Information Questionnaires must be submitted? Response: There is no minimum amount of Past performance Questionnaires that must be submitted by offerors. However, the Government will only evaluate no more than the first three submitted for each offeror. 6. What does the term "biological safety" mean to you in terms of what you track and report? (2.1.4 N 2) Response: The information we track/report on under Biological Safety is: -Nature/function of the laboratory -Quantity and concentration of agent(s) -Special characteristics of agent(s) to be used -Availability of vaccines or therapeutic measures -Training and experience of personnel -All available information regarding incidents and near misses -Hazard review documentation on all biosafety-related laboratories 7. How many concurrent users do you anticipate in your system at any one moment in time? Response: There will be no more than 50 concurrent users at any one moment in time. END OF TEXT.
