Description The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cellular Oncology (LCO) intends to procure on a sole-source basis with Becton Dickinson (BD) Biosciences, 2350 Qume Drive, San Jose, CA 95131-1807 for an Upgrade to the BD FACSCantos system with the violet laser and installation for Government owned instrument FACSCanto II Flow Cytometer s/n V96101046. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The Laboratory of Cellular Oncology (LCO) conducts fundamental and applied research on the cellular and molecular basis of neoplasia. Most investigations utilize molecular genetic, biochemical genetic, cell biology, biochemical and physical biochemical approaches. The research is hypothesis driven and mechanistically oriented. The projects vary from fundamental aspects of biology to applied clinical research. The BD FACSCanto II is currently used in the laboratory and consists of a system with two lasers (red and blue) and the high throughput sample (HTS) module. This flow cytometer analyzer is used in the lab daily to perform high throughput acquisition of samples from 96 well plates. Multiple color analysis of complex cell suspensions is performed up to 6 colors, size and granularity in order to assess immune responses in our experimental settings. FACScanto II was designed to have three lasers (red, blue and violet) in order to analyze from a same sample up to 8 colors, size and granularity. Upgrading the FACScanto II with a violet laser (405 nm) will allow LCO to perform 8-color analysis on the same sample. Therefore will acquire more information and use fewer samples for analysis. Only the original manufacturer, BD Biosciences has the parts to provide the required upgrade. Only BD Biosciences personnel have acquired specific training and technical capabilities to provide the installation of the upgrade mentioned. Any attempt by another vendor to do the upgrade would void the current service contract with BD Biosciences. The upgrade is only available directly from BD Biosciences, the original manufacturer of the FACSCantos II. This upgrade is integrated into every system of the unit which is the reason it is not available from other sources. BD Biosciences, manufacturer of the FACSCantos line of Flow Cytometers, sells both instruments and upgrades directly to the end user and does not use distributors. Thus, BD Biosciences is uniquely qualified to provide this upgrade. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions at the above address on or before 11:00 AM EST on September 10, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
