Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. Identification of the Agency and the Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, 5000 W National Avenue Bldg 5, Milwaukee WI 53295 2. Nature and/or description of the action being approved: Justification and approval for other than full and open competition. 3. A description of supplies/services required: Provide all materials; labor and the necessary equipment to Replace Computer Room Fire Panel and Rewire Detectors (per AE Drawings/Specs) at the Information Technology Center, Bldg. #215, Edward Hines Jr. VA Hospital, Hines Illinois. 4. Statutory authority permitting other than full and open competition: Public Law 109-461, Veterans Benefits, Health Care and Information Technology Act of 2006 authorizes sole source procurements to Service Disabled Veteran Owned Small Business. 5. Facilities Unique Qualifications: Under the authority of PL 109-461, an SDVOSB firm has been identified by the COTR who is qualified and experienced to perform this work. B-Next Construction is listed in VetBiz, CCR, ORCA and is not listed on the Excluded Parties List. B-Next is also a Women Owned, Minority Business, and has sufficient bonding capability to provide performance and payment bonds as required by the solicitation. 6. Efforts made to ensure that offers are solicited from as many potential sources as is practicable: N/A, Public Law 109-461 allows sole source procurements to SDVOSB firms. 7. Determination that the price is fair & reasonable: It is anticipated that a fair and reasonable price will be negotiated with B-Next Construction for the work. 8. A description of the market research conducted or statement why market research was not conducted: B-Next Construction is registered in VetBiz as a SDVOSB and therefore is eligible for sole source award in accordance with the requirements in Public Law 109-461. 9. Any other facts supporting the use of other than full and open competition: Public Law 109-461. 10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition: N/A 11. Actions to remove or overcome any barriers to competition: None 12.
